No way to reach a human

I have a simple but very annoying problem: the bell icon on the website permanently shows unread messages and I cannot get rid of it by any means.

Support has been impossible. I only get an AI assistant that cannot help, and I cannot reach a human. Any half decent company would let me submit a screenshot and a description to a real person. PayPal has made that impossible, so a trivial fault remains unresolved.

PayPal Accepts Guest Payments but Offers No Way to Dispute Them

I made a $20 payment through PayPal as a guest for a tour that was subsequently canceled by the merchant. The merchant promised a refund, but I never received it.
When I contacted PayPal, I discovered that I couldn't open a dispute because the transaction wasn't associated with an accessible PayPal account.
After finally reaching a customer service representative, I provided the transaction details, payment date, amount, and card information. However, the representative insisted on verifying an old PayPal account using a phone number I no longer have.
Eventually, I was told that guest payments are not eligible for PayPal Buyer Protection and that PayPal could not assist me.
My complaint isn't about the $20. It's about a payment system that allows customers to pay as guests but leaves them without a practical way to resolve problems afterward.
Extremely disappointing customer service and a frustrating experience. I would think twice before using PayPal again.

Avoid at all costs!!!

Avoid using this joke of a company at all costs. Firstly I purchased a xiaomi 17 ultra from xiaomi direct and it came and was basically unusable. I was getting nowhere fast with xiaomi and having purchased the phone using PayPal credit I contacted them for support. Gave them loads of information about the phone and the result of it all was that they were absolutely useless. Luckily xiaomi came through in the end and provided me after about a month of messing about with a replacement phone which was fine. That was the start of the problems. I've just logged on to view my credit account and even though I set up the direct debit to pay 100 a month the first month they only drew £31.02. setting up the direct debit was very confusing. There's no confirmation you've set up a direct debit after you've done it and in the end I had set up two separate direct debits so I had to cancel one. But the one was still valid and set up. Despite the fact that I had set it to pay a hundred pound a month it didn't pay this for the first month and that has led me to now see a charge on my account of £40.32. This company couldn't run a piss up in a brewery let alone have anything to do with your finances. Looking at my statement so you still can't really work out why I've been charged £40.32. it's just a complete mess and very confusing and not use a friendly just like their website and app. I will pay this off within the next day or so to get rid of this sh*t company out of my life. Do yourselves a favour and avoid them at all costs. Useless.

Paypal is a mess and not GDPR compliant.

I am not able to access my account. I noticed in an old mail account that I got a update service agreement.

So I want to delete my account. But after giving in my e-mail address and password I get the message, we can not verify it is you. There is no explanation what to do next.

First I called. No problem sir, if I may the last 4 digits of your credit card attached. I do not have that. It is probably a credit card from 10 years ago. I need to contact my bank, a lot of bla bla without really presenting a solution.

Since the domain that I used for that credit card is going to expire and will not be renewed, I did a last attempt. Explaning as above, that after I give in e-mail and password I get the message "we cannot verify it is you". Luckily I got an answer from paypal. We sent you a message in your paypal account. Please login to view the message... Yeah right.

Absolute scandalis crooks. They took my payment but declined my order. So my order wasn't placed but they charged me. I've tried calling but I get a robot that can't effectively help the situation. Conveniently every time I ask to speak to a human theur supposedly closed but that's a complete lie.

Scam !

I received a transaction from another country on my account and they blocked it and permanently blocked my account. When I ask for help, and when I show them in chat the proof why I received it. They can’t do anything for me. This is unacceptable and terrible!

Adding Insult to Injury

It's not bad enough when you have a bad experience buying something, but when you also get the runaround from PayPal after exhausting other avenues, it just adds insult to injury. I bought pants from Manzanet.com and was unable to return them for a refund due to their arbitrary practices. PayPal's so-called "Resolution Center" sent me in circles until I finally gave up. From now on, I won't use them for any online purchases.

Not what use to be

Been with PayPal for years. Not sure what happened. But they suck when trying to get money back for items not received or scammers who ship you different item than received.. im 3 months in and many hours trying to get 993.00 back from vendor who never shipped my item! And took me months last time when different vendor sent different item than purchased, I sent it back as requested then paypal closed case in sellers favor, letting them keep item and money too. After 5 appeals many hours on phone and e mails they did right thing and gave me my money back. this new case PayPal says they see item never shipped seller says they dont have item just offering different one. And I clarify I just want refund ..and still yet to give me my money 3 months in! Last notice said contact them march of 2027 if seller and I cant work it out!!!!!! Im done with them! Good luck

PayPal Permanently Shut Down Our…

PayPal Permanently Shut Down Our Legitimate US Business Account Without Explanation

We are INNOCRAFTSMAN LLC, a US-registered company manufacturing and selling precision machinery for jewelers, watchmakers, and hobbyists worldwide.

After eight months of using PayPal Business, our account was suddenly permanently deactivated without any meaningful explanation.

Throughout our relationship with PayPal, we conducted our business honestly, served customers worldwide, and had only ONE dispute, which was resolved in our favor.

Here's what happened:

PayPal initiated a routine account review and requested several documents, including my Social Security Number (SSN). As a foreign business owner, I do not have an SSN, but I have an official ITIN issued by the IRS.

Before submitting anything, I contacted PayPal Support and specifically asked whether an ITIN could be used instead of an SSN. Their representative confirmed that it could.

I followed their instructions and uploaded the official IRS document confirming my ITIN.

To my surprise, the document was rejected without any explanation.

I contacted support again, and the representative told me that the issue would need to be reviewed by their legal team.

Instead of receiving clarification, I received an email informing me that our PayPal Business account had been PERMANENTLY DEACTIVATED.

Even more surprisingly, PayPal made this decision before the October 20, 2026 deadline they had originally given us to complete the review.

When I asked why, their response was simply that they could no longer support our business model and could not disclose the reasons for security purposes.

How is a legitimate business supposed to resolve an issue when PayPal refuses to explain what the issue actually is?

We manufacture and sell legitimate precision tools, maintain a real online store, and have a strong international customer base.

We cooperated fully with every request, yet PayPal treated us as if our business relationship meant absolutely nothing.

Fortunately, we already use Shopify Payments, and PayPal now accounts for only about 15% of our transactions, compared to approximately 55% previously.

This experience has completely destroyed our trust in PayPal as a reliable payment partner.

My advice to other business owners: Never rely on PayPal as your primary payment processor. Your business account could be permanently shut down without a meaningful explanation, even when you cooperate fully with their verification requests.

Paypal use to be easy

Paypal use to be easy, its horrible now and as for service, they are ignorant and not helpful at all. I have had my paypal account for years, I also have a credit card through thrm, i sent money to a friend and then a few days later some more money, total was 700.00. I have sent over 1,000. To relatives and it has gone through no problem. The last transaction $200. To a friend ive known since 4th grade, we are nearly 60 now, paypal decided they wanted a echeck this time and they are holding the funds even though they have been released by my bank, the represenative kept telling me I choosed the echeck, that wjen I use a bank its an echeck, she was absolutely ignorant and yook no responsibilty that I did not chhose this and that I always use this account to transfer money, she refused to help me, so i am ending my relationship with paypal and I suggest you do the same. I have many accounts and I have had transactions withheld, but once the leave my account the other financial institute will help me by requesting the funds be released, she refused to listen to me, she refused to acknowledge paypals role in this situation and she refused me a supervisor. Im sick of these companies thinking they can do whatever they want with our money. Irene C needs a bit more training. Telling me to cancel the transaction with my bank, not very good advice there, and i found it rude.

.12-Year Customer Blocked from making a $30 DEPOSIT

.PayPal’s System is Broken
I’ve had a PayPal account for over 12 years and never had an issue. Suddenly, I’m flagged for trying to make a small $30 deposit from my already-linked debit card. After dealing with the automated bot, I finally got connected to a live agent, only to be told that the payment was "stopped by our security system" and that "neither I nor any other agent can manually override it."
Their "solution" was to wait 72 hours—a block that didn't clear even when trying alternative linked sources like Venmo. There is no human accountability, and your account can be effectively bricked by a flawed automated flag with zero recourse from actual staff. After over a decade of customer loyalty, this level of service is completely unacceptable. If you rely on easy access to your funds, look elsewhere. PayPal is the worst to deal with these days

Just leaving PayPal is not enough

Due to cash that was not owed, being taken from my bank account by PayPal, I closed my PayPal account.

Unfortunately, occasional amounts of cash have since been taken from my bank account via PayPal.

I telephoned PayPal, and was told I should instruct my bank account to block PayPal from mypersonal account.

PayPal's dispute resolution process is…

PayPal's dispute resolution process is incredibly frustrating and seems designed to exhaust customers rather than help them.

If your particular situation doesn't fit neatly into one of their predefined dispute categories, you're effectively out of luck. There is little room to explain the circumstances properly, and the system seems more concerned with ticking boxes than understanding the actual problem.

Trying to speak to a real person is another battle entirely. PayPal makes it unnecessarily difficult to reach someone who can genuinely help, leaving you going around in circles with automated responses and limited options.

The whole experience feels deliberately obstructive, as though the hope is that customers will eventually become so frustrated and exhausted that they simply give up.

For a company that promotes itself on buyer protection and customer confidence, the reality is extremely disappointing. When something goes wrong, you quickly discover just how difficult it is to get meaningful support.

A dispute resolution system should be there to resolve disputes, not wear customers down until they give up.

After 21 years I'm closing my account

After 21 years I'm closing my account. Totally no buyers protection anymore they favour the seller. Had my money stolen 3 times this year after giving very strong evidence supporting me. PayPal is just a grub act these days and I'm glad to see the back of them.
