PCBs, known as one of the original \u201cforever chemicals\u201d because they don\u2019t readily break down in the environment, have been linked to many negative human health effects including neurological disabilities, heart damage, asthma, cancer and diabetes.<\/span><span style=\"font-weight: 400;\"><br><\/span><span style=\"font-weight: 400;\"><br><\/span><span style=\"font-weight: 400;\">In 1984, the U.S. Environmental Protection Agency (EPA) deemed a 200-mile stretch of the river \u2014 from Hudson Falls in the Adirondack foothills to the Battery in New York City \u2014 <\/span><b>a federal Superfund site. <\/b><span style=\"font-weight: 400;\">Despite the fact that GE completed six years of dredging of contaminated \u201chotspots\u201d in the upper Hudson (2009-2015), significant amounts of this toxic substance remains in the river\u2019s water, sediment, and fish. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Every five years, the EPA is required to review the PCB cleanup process and determine if it is working as anticipated and is \u201cprotective of human health and the environment.\u201d In 2018, the EPA decided to \u201cdefer\u201d the determination until more fish tissue data could be gathered.<br><\/span><\/p>\n<p><span style=\"font-weight: 400;\">In January 2025, the EPA released its long-awaited Third Five-Year Review of the Hudson River toxic PCB cleanup \u2014 and once again claimed that there is not enough data to make a determination.&nbsp;<\/span><\/p>\n<p><strong><a href=\"https:\/\/www.scenichudson.org\/press-release\/environmental-groups-condemn-epas-final-review-of-the-hudson-superfund-site\/\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/www.scenichudson.org\/press-release\/environmental-groups-condemn-epas-final-review-of-the-hudson-superfund-site\/\">We and our partners strongly disagree with this finding<\/a> from an agency whose core mission is to protect public health and the environment<\/strong><a href=\"https:\/\/www.scenichudson.org\/press-release\/environmental-groups-condemn-epas-final-review-of-the-hudson-superfund-site\/\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/www.scenichudson.org\/press-release\/environmental-groups-condemn-epas-final-review-of-the-hudson-superfund-site\/\"><strong>.<\/strong><span style=\"font-weight: 400;\"><br><\/span><span style=\"font-weight: 400;\"><br><\/span><\/a><span style=\"font-weight: 400;\">In November 2023, Friends of a Clean Hudson, a coalition of environmental organizations including Scenic Hudson, <\/span><a href=\"https:\/\/defendthevalley.org\/wp-content\/uploads\/2023\/11\/November-10-2023_FOCH-Independent-Review-of-Upper-Hudson-River-Dredging-Remedy.pdf\" data-uw-pdf-br=\"1\" data-uw-pdf-doc=\"\"><span style=\"font-weight: 400;\">released a report<\/span><\/a><span style=\"font-weight: 400;\"> detailing how the dredging of the Upper Hudson River is <\/span><i><span style=\"font-weight: 400;\">not <\/span><\/i><span style=\"font-weight: 400;\">working as intended. Reviewing EPA\u2019s own data, this independent analysis found that neither fish nor sediment are recovering at the rates needed to achieve key goals first laid out in the 2002 Superfund Record of Decision. Alarmingly, it also indicated PCB concentrations will remain at dangerous levels for many more decades. (The National Academy of Sciences calls PCBs \u201cthe largest potential carcinogenic risk of any environmental contaminant for which measurements exist.\u201d) Read the <\/span><a href=\"https:\/\/defendthevalley.org\/wp-content\/uploads\/2023\/11\/November-10-2023_Executive-Summary-of-FOCH-Independent-Review-of-Upper-Hudson-River-Dredging-Remedy.pdf\" data-uw-pdf-br=\"1\" data-uw-pdf-doc=\"\"><span style=\"font-weight: 400;\">executive summary<\/span><\/a><span style=\"font-weight: 400;\"> here.<\/span><span style=\"font-weight: 400;\"><br><\/span><span style=\"font-weight: 400;\"><br><\/span><span style=\"font-weight: 400;\">The science is crystal clear.<\/span><span style=\"font-weight: 400;\"><br><\/span><span style=\"font-weight: 400;\"><br><\/span><span style=\"font-weight: 400;\">We have been joined by an increasingly vocal, bipartisan group of regional political leaders, including Senator Kirsten Gillibrand and Congressman Pat Ryan and Former Congressman Marcus Molinaro, who are determined to get the PCB cleanup on the right track.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c3b3aa1 elementor-widget elementor-widget-heading\" data-id=\"c3b3aa1\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">What's at stake?<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-aeb08e6 elementor-widget elementor-widget-text-editor\" data-id=\"aeb08e6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">A 200-mile stretch of the river \u2014 from the foothills of the Adirondacks to New York Harbor \u2014 remains one of America\u2019s largest Superfund sites.<\/span><\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">PCBs have <\/span><a href=\"https:\/\/www.scenichudson.org\/wp-content\/uploads\/2022\/03\/ERC-RPS-Greene-PCBs-Phase2-FinalSubmissionJan2021.pdf\"><span style=\"font-weight: 400;\">accumulated<\/span><\/a><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> in the land, sediment, and food web all along the river, harming wildlife and humans who come in contact with these toxic pollutants through the water and air.<\/span><\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/www.scenichudson.org\/wp-content\/uploads\/2022\/01\/HR_Angling_Study.pdf\"><span style=\"font-weight: 400;\">It is unsafe to eat fish from the river<\/span><\/a><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">, and particularly dangerous to children and women of child-bearing age.<\/span><\/span><\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\">Many immigrant populations rely on fish from the river as part of their diet. A Scenic Hudson and Sierra Club survey indicated anglers in groups such as Latinos and African Americans are most likely to consume fish in levels exceeding state Department of Health advisories.<\/li><li style=\"font-weight: 400;\" aria-level=\"1\">Of the fish species that have been surveyed, PCB levels are 10 or more times higher than the U.S. Food and Drug Administration\u2019s standards for safe consumption.<\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">PCB contamination postpones significant economic opportunities along the riverfront, as well as resumption of a once-lucrative commercial fishing industry.<\/span><\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It also prevents the river\u2019s fullest potential for contributing to the region\u2019s vital tourism economy.<\/span><\/li><\/ul><p><span style=\"font-weight: 400;\">Scenic Hudson and partners have long fought for GE to take responsibility for their toxic dumping. Scenic Hudson will continue this fight so that all residents and visitors \u2014 particularly subsistence fishers and residents of waterfront communities \u2014 <\/span><a
