Initially, it planned to select these based solely on economic considerations. Following strong public opposition \u2014 spearheaded in part by Scenic Hudson \u2014 the ACOE now says it will factor in environmental concerns in the upper Hudson River. It hopes to make a final recommendation to Congress by 2022.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1aa2876e elementor-widget elementor-widget-heading\" data-id=\"1aa2876e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">What's at stake?<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8a37dd0 elementor-widget elementor-widget-text-editor\" data-id=\"8a37dd0\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p class=\"has-medium-font-size\">Most of the proposed<a class=\"external\" href=\"http:\/\/www.nan.usace.army.mil\/Portals\/37\/docs\/civilworks\/projects\/nj\/coast\/NYNJHATS\/NJHatPres.pdf?ver=2017-10-16-141621-747\" target=\"_blank\" rel=\"noopener\"> alternatives<\/a> would:<\/p>\n<ul>\n<li>Dramatically \u2014 and permanently \u2014 harm the Hudson River ecosystem, arguably the East Coast\u2019s most productive estuary<\/li>\n<li>Do nothing to address the ongoing and long-term damage caused by sea level rise<\/li>\n<li>Undermine the $15.7-billion federal investment to improve shoreline resiliency following Sandy<\/li>\n<li>Be costly \u2014 estimates range from $14.8 billion to $118.8 billion<\/li>\n<li>Impact every riverfront community from New York City to Troy<\/li>\n<li>Undo decades of work to restore the river\u2019s aquatic habitats<\/li>\n<\/ul>\n<p class=\"has-medium-font-size\">Only alternatives that address sea level rise as well as storm surge \u2014 and incorporate natural protective features \u2014 should be advanced for future study. Furthermore, the chosen plan must safeguard the Hudson estuary\u2019s globally important habitats and species and support ongoing efforts to restore them.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div
