A new documentary about a theme park scam in Vinita, Oklahoma, is going viral. The 19-minute video by Bright Sun Films outlines how Larry Wilhite, an Oklahoma singer turned Branson preacher, and others used false messages and personas to manipulate Wilhite’s wealthy, elderly benefactor and boss, O “Gene” Bicknell, into investing approximately $60 million into a fictitious, Disney-style theme park in rural, Northeast Oklahoma.

In 2003, Bicknell hired Wilhite to manage his Mansion Theater in Branson, and the alleged fleecing grew in size and participants over the next two (2) decades.

According to a pending lawsuit, defendants Larry K. Wilhite, Richard M. Silanskas and Stephen D. Hedrick used Bricknell’s Christian faith along with fake messages from God and created personas, such as “Sister Catherine”, to convince Bricknell to fund the 1,000 acre amusement and RV park near rural Vinita, Oklahoma, on Route 66. Bricknell was stripped of the wealth he earned as the largest Pizza Hut and Wendy’s franchisee network in the country.

From court documents:

“Silanskas and Wilhite tricked Gene by impersonating God and religious figures purportedly communicating ‘God’s’ directives in hundreds of electronic messages targeted at Gene. Silanskas and Wilhite made Gene believe that God himself was commanding Gene to infuse ever more cash into the project and to trust them completely with its management. And after years of conning Gene out of more than $60 million and spending all of that money, including on themselves and their family members, defendants constructed nothing more than a fence and a gravel road.”

“The message includes statements that the “mission will not tolerate anything but ABSOLUTE OBEDIENCE and ABSOLUTE CLIFF DIVING FAITH”; instructions to “REMOVE EVERY THOUGHT OF OPERATING AS YOU HAVE IN THE PAST WITH BUSINESS AND DECISION MAKING” and to “EMPTY THE STOREHOUSES AND ACCELERATE THIS MISSION WITHOUT DELAY”; and demands that Bicknell trust the “gifted leaders” sent to “complete this work” and to “AVOID INSERTING ANY DISTRACTIONS OR DOUBTFUL QUESTIONS.”

This group of alleged con-artists seemed to know how to do just enough to keep Bicknell emotionally engaged. In 2022, Mansion Entertainment created a 6-minute, animated video about Gene and his late wife and entered it into a small film festival.

The group also allegedly faked direct connections to former Disney leadership and was previously involved in two other proposed but never materialized theme park proposals in Texas and Alabama. The Vinita swindle made national news.

Within the latest court filing on the case (May 5, 2026), US District Court Judge Susan E. Huntsman dismissed RICO (racketeering) claims against the defendants but greenlighted the continuation of the lawsuit on all other complaints including Fraud, Deceit, and Constructive Fraud; Intentional Infliction of Emotional Distress; Civil Conspiracy; and Unjust Enrichment.

Oklahomans are left asking how the scheme fooled so many, including state officials who embraced the project without a formal vetting process.

Oklahoma Lawmakers Promoted Fake Project: Rep Danny Sterling Stepped Far From His District to Declare Lead Scammer Trustworthy

With a $2 billion investment being flaunted by Wilhite and his “team”, state legislators were drawn into the plan with little solid information about those involved. None appeared to apply the too-good-to-be-true test.

Most involved politicians represented districts and municipalities within Northeast Oklahoma where the proposed park would’ve been located. Rep Danny Sterling (R-Tecumseh) was the exception.

Sterling reached far outside his district to declare Wilhite’s character and intentions to be unquestionable leading other officials to engage and earmark taxpayer funding for related infrastructure in the area.

Sterling and Wilhite grew up together in Noble, Oklahoma. Wilhite graduated from Noble High School in 1975, and along with his brothers Marty and Jeff, was part of The Noblemen, a singing group named for their hometown.

The Nobleman Evangelistic Association, Inc., a non-profit, remains active within Oklahoma Secretary of State filings. A similar for-profit entity, The Noblemen, Inc., also connected to the Wilhites, is currently under OTC suspension.

Rep Danny Sterling, a former agriculture teacher and school administrator who entered the State House in 2018 following the teacher walkout, is public education establishment. This outlet previously reported on his efforts to protect the education system over protecting students from internal predators.

Despite Sterling’s campaign website continuing to describe him as “Pro-Life, Pro-Business, Pro-Agriculture and Pro-2nd Amendment” and being “our strong, conservative voice at the State Capitol”, the Freedom Index has tracked Sterling’s voting record as falling further away from conservative positions with each term to a recent low of 33%.

In three (3) consecutive election cycles (2020, 2022, 2024), Sterling ran uncontested. Despite the lack of opponents, his campaign account continued to take contributions from a wide range of special interest PACs, notorious political actors such as the Hilliary broadband family and RINO House leaders including Speaker Kyle Hilbert and Counselor to the Speaker Rep Chris Kannady.

In a predictable example of birds of a feather, Hilbert and Kannady have similarly dismal records concerning protecting the values and freedoms of Oklahomans. During 2025-26, Hilbert pulled a 33% Freedom Index rating while Kannady chose to sit out on many critical votes after a telling 45% rating during the prior year. Sterling is provably supported by turncoat office holders.

In all, Sterling’s campaign account has taken in over $240K. On July 7, 2023, Sterling’s account accepted a $500 contribution from Larry Wilhite. Sterling declined to respond to this publication’s request for comment concerning his involvement with Wilhite and the American Heartland project, and it is currently not known what other compensation may have been exchanged between the alleged scammers and elected officials.

Two (2) weeks after Wilhite’s contribution to Sterling’s campaign, on July 19, 2023, during the official announcement of the planned theme park in Vinita, Sterling himself, Wilhite and other lawmakers publicly identified Sterling as the connection between lawmakers and the alleged scammers.

The group included interim Department of Commerce director General Hopper Smith, Rep Rusty Cornwell (R-Dist 6), Sen Michael Bergstrom (R-Dist 1), Rep Josh West (R-Dist 5), Rep Bob Culver (R-Dist 4) and Sen Tom Woods (R-Dist 4), Rep Danny Sterling (R-Dist 27), and now former Senators Blake Stephens (R) and Nathan Dahm (R).

After the unveiling of a tabletop model along with two (2), very brief, animated videos depicting a plan for both the American Heartland Theme Park and Three Ponies RV Park, presented by casually dressed American Heartland Executive Producer Steve Hedrick and Senior Executive VP of Marketing for Mansion Entertainment Group Kristy Adams, Wilhite introduced the involved lawmakers.

“We’d especially like to thank our partners with the State of Oklahoma. The legislators who represent Northeast Oklahoma have welcomed American Heartland Theme Park and Resort with open arms. Their leadership and business minded approach has opened the door for this transformational project,” said Wilhite.

As each legislator spoke, their trust in Mansion Entertainment was enthusiastically suggested.

“I’d like to point out that this organization that is putting this together has a solid track record in creating family friendly entertainment and they have a history of developing successful businesses. They know how to do it,” declared Bergstrom.

Cornwell and Bergstrom were so sold on the Mansion Entertainment team that they co-authored HB 3854 (2024) that earmarked $35 million for water and wastewater infrastructure in Vinita to support the project.

It was West who first explained Sterling was the initial contact that brought others into a working group to promote the project.

“April 2022, Dan Sterling, our colleague from the Tecumseh area, reached out to us and said ‘Hey, I want you to meet a class, uh, guy I grew up with, went to school together, childhood friend of mine’, said West. “It was myself, Rusty (Cornwell) and Danny (Sterling) a few others and Mr. Larry (Wilhite)...eventually Mr. Gene (Bicknell) and Steve (Hedrick) came into the meetings and we began meeting at the Capitol every week, and then more and more people got involved.”

According to West, the group assembled by Sterling then continued their meetings in Vinita for approximately six (6) more months. West then gave an enthusiast endorsement of the company and stressed how easy they had made the process of working with legislators, a collectively missed red flag.

“The company is, you know, a faith-based company. They are patriotic. And that’s what we want in Oklahoma,” praised West. “You know, usually when we’re dealing with other companies, when we’re talking about these, um, you know, trying to recruit businesses, they don’t go like this. This has been smooth, um, you know. They have said the whole time, we’re coming here.”

Wilhite introduced Sterling as “my longtime friend Danny Sterling”, and Sterling admitted he was a geographic outlier to the project, which had no connection to his district some 170 miles away.

“Well, obviously I’m the outlier here,” admitted Sterling. “Obviously, I’m not from Northeast Oklahoma. I grew up in Noble, along with Larry. I live in Tecumseh now.”

Sterling then outlined his role as Wilhite’s connection to the larger group of officials.

“I got a message, like Josh just alluded to a while ago, about a year and a half ago. And, uh, made a phone call to Larry. We had probably about 5 minutes into that conversation I realized this was way above my comprehension just like Josh was talking about. And started reaching out to these guys here, the core guys from Northeast Oklahoma, and also other, uh, other people in the leadership at the State Capitol.” explained Sterling.

Sterling then strongly praised Wilhite in both skill and character.

“But just real quick about Larry,” added Sterling. “I just, I know a lot of people are always concerned, um, with some of the other amusement parks and the themes they’re starting to follow now. I’m going to tell you, I know Larry. I’ve known him forever, uh, like I say all the way back in high school. By the way, he is one heck of a singer and a heck of a football player back in the day. You didn’t want to mess with this guy. Big stout guy he is. So, I knew that from personal experience on the practice field, but anyway. Larry, Larry, uh, has core values that anybody would like to see be brought and emulated here in this community and in our state. I can promise you one thing, you don’t have to worry about what type of, uh, element that will be brought in here because he and the rest of this group, they represent some core values and what we want to see, uh, in this part of this state and what Oklahoma is all about.”

Within online comments concerning both the presentation and the project, Oklahomans showed a much healthier skepticism than Sterling and the other government officials involved.

With public endorsements from Sterling and those he brought in, the alleged scammers then gifted the legislators with the underwhelming, first, and possibly only, American Heartland Theme Park t-shirts.

On a stage full of deceit and self promotion, no one was looking out for Mr. Bicknell whose comments reveal a vulnerable, elderly man with the very best of intentions.

“We live in a troubled world, as you all know. Our mission here today is to bring peace and hope and joy and economic growth to this area. It’s also a movement to promote the entire country and perhaps the world. We have spirituality as our incentive,” shared Bicknell. “I wish I had a wish, a wish that would come true, I’d try to change the world that’s exactly what I’d do. We’ll bring peace and joy, and we’ll make that come true.”

According to the lawsuit, in July of 2024, 92-year-old Bicknell “suffered a stroke, which he attributes to the stress from the burden of project-related debt and his belief that he was not satisfying God’s will”. By the end of 2024, Bicknell “began to realize what Silanskas and Wilhite had done to him.”

No More Contributions Without Campaigning: Rep Sterling Finally Faces Opponents in House District 27 Race

For the first time in his political career, Rep Sterling has not one, but two opponents in the Republican primary election for his House District 27 seat as well as a potential Democrat opponent in the general election.

According to his campaign website, challenger Shoney Qualls spent 26 years in the pharmaceutical and medical-device industry working at Abbott Laboratories, a Johnson & Johnson’s affiliate, and served in the Marines from 1990–1996. Qualls has never held public office.

Republican challenger Roberta Lewis, also a veteran, has worked with parental rights group Moms for Liberty and co-founded Broken Trust in an effort to protect children within schools. She’s the only District 27 candidate refusing lobbyist funding.

Lewis serves as Precinct 27 chair of the Pottawatomie County GOP and was inspired to run for office after experiencing the medical kidnapping of her son by a collection of overlapping and overreaching government entities including schools, courts, district attorneys, law enforcement, child welfare and hospitals.

This outlet told the family’s harrowing story in June of 2024. It’s a well documented tale of corruption that must be read to be believed. Lewis says, if elected, she will fight to protect other families from government overreach.

When asked for comment about Sterling’s involvement in the American Heartland scandal, Lewis stated, “That’s unfortunate. Sickening, really. I hear Representative Danny Sterling raises good beef, and honestly, the good-ol’-boy system probably works a lot better at the feed store than it does in state government. Unfortunately, the people of District 27 are tired of the same status quo year after year. I think voters are ready for leadership that’s accountable, accessible, and willing to answer to the people they represent.”

The Oklahoma Ethics Commission (OEC) has a simple mission: ensure Oklahoma’s government and political campaigns are operating in an ethical and lawful manner.

In contrast to that mission, the OEC, since being enshrined into the State Constitution, has allowed the complete breakdown and illegal weaponization of Oklahoma’s campaign system.

In summary, the OEC gives consistent passes and a subsequently massive advantage to the UniParty power holders blatantly breaking campaign rules with piles of dark money frequently from outside of Oklahoma. The agency also has a history of aggressively investigating truly conservative office holders outside that ring of corruption for the campaign equivalent of jaywalking. The OEC is a critical part of Oklahoma’s deep state control problem.

And without any real consequences, Oklahoma’s campaign rule-breakers have become emboldened, as illustrated by the current mailers attacking incumbent, Republican, Freedom Caucus members in the State Senate. Those postcards lack any of the required information about who funded them.

At anytime, the OEC (or any knowledgeable citizen) could’ve identified the source of those mailers and dealt with the ruler breakers. Instead, the agency’s head bureaucrats chose to hide a formal complaint and press illogical excuses on the OEC’s five (5) commissioners to avoid a lawful investigation.

Why? Perhaps it’s because the money behind the mailers is massive, flowing through the campaign accounts of nearly all of the state’s most powerful politicians and connected to a broadband provider made mega-wealthy by Covid funding who appears to be currently controlling much of state politics through notoriously unscrupulous political consulting.

Nameless Dark Money Hits 3 State Senators and Props Up Another: Distorted Narrative with No Sourcing Meant to Sway Voting

Within the 2026 election cycles, there are 25 state senate races with only two (2) involving incumbent, Republican, Freedom Caucus members (Sen Dusty Deevers of Elgin and Sen Dana Prieto of Tulsa). As evidenced by their voting records, the Senate members most closely serving Oklahoma values are Freedom Caucus members. Unlike their more morally pliable counterparts, both Deevers and Prieto are each facing multiple “Republican” primary opponents.

Both Deevers’ and Prieto’s districts were recently hit by political postcard mailers distorting a 2025 senate vote on SB 743 with the source information intentionally obscured prior to printing or missing entirely. The mailers were identical beyond their attack targets.

Simultaneously, another related mailer praising Sen Grant Green (R-Wellston) on his SB 743 vote, also with no sourcing, was publicly distributed. SB 743 purported to prevent protesters from entering churches but its wording, particularly as committee changes were made, endangered the right to protest in other situations. It was a set-up bill co-authored by Green, Sen Pro Temp Lonnie Paxton (R-Tuttle), Sen Kristen Thompson (R-Edmond) and others beholden to special interest funding.

Though not currently up for reelection, Freedom Caucus member Sen Kendal Sacchieri (R-Blanchard) was also attacked by the same anonymous mailer. Sacchieri addressed the mailer directly on social media and explained how a NO-vote on SB 743 was actually a vote to protect Oklahomans’ constitutional rights.

Comparisons of Senate voting confirm a continued and escalating pattern of lawless dark money favoring false conservatives and attacking defenders of individual freedoms. Green has one of the lowest Freedom Index Scores (28) of any Republican in the legislature based upon his voting record yet dark money is propping him up.

Why would unidentified dark money funders go after Sacchieri who’s not up for reelection in 2026? The move seems to have provided the OEC with a conveniently nonsensical excuse to put on their bureaucrat blindfolds concerning the source of the mailers.

OEC Director Falsely Denies Receiving Any Documented, Formal Complaint: Attempts to Reclassify Lawless Anonymous Hit-Mailers as “Gaps in Compliance”

During the April 9th, 2026, meeting of the OEC, Chair Justin Meek presided, all other commissioners were present and a presentation concerning the unsourced mailers was led by OEC Executive Director Lee Anne Bruce Boone with legal guidance from OEC General Counsel Margaret Kerr (listen from timestamp 21:00 to 31:00 within audio recording of meeting below obtained through the Open Records Act):

Boone followed slides available on the OEC website, and her presentation contained multiple inaccuracies.

Boone described the mailers, admitting they have none of the legally required sourcing information.

“As you can see, from both sides of the mailer, cause we’re showing you front and back and you can look at it yourself, there is no disclosure on this whatsoever. So you have no idea if this is from a person, if it’s from a PAC, if it’s from a political party, if it’s from somebody in our state or somebody outside the state,” said Boone.

“So for political parties, if they are making an expenditure for this purpose for, um, any type of ad then they would need to disclose that, it would say authorized and paid for by and have the political party committee,” continued Boone. “Same thing for candidate committees.”

Boone repeatedly stated that no formal investigation about the mailers had yet been conducted because no formal complaints had yet been filed with the OEC. That is provably untrue.

“It did not come as an official complaint. It came to us as a concern. I don’t think we have an official complaint on it. Um, some of the senators dropped by. I’ve talked with them. I let them know that we’d be talking about this today because I think it’s important to address that concern and that there might be a potential gap. But because we don’t have, um, a true complaint and because we don’t know that it’s a violation of the rule because we don’t know who it’s from.” (Director Boone inaccuracy: At least one (1) documented, formal complaint was submitted to the OEC prior to the April 1, 2026, complaint blackout deadline for the current election cycle.)

This outlet can confirm at least one (1) official complaint concerning the lack of sourcing on the mailer was filed with the OEC. On March 23, 2026, Jenni White, current candidate for State House District 36, emailed the OEC with photos of one of the unsourced mailers and specifically requested an investigation be conducted before the blackout date concerning a direct violation of Ethics Rule 2.54.

White reports she immediately completed the OEC’s online process to file a formal complaint as instructed, and on March 25, 2026, received an email confirming her complaint was received by the OEC (see contact and email confirmation below).

Rather than investigate as required and report the submitted complaint to the commissioners, Boone placed the mailers on the OEC’s April 9, 2026, meeting agenda as a review of potential “gaps in compliance”, not an obvious violation.

With the complaint concealed, Boone highlighted the passing of the blackout date and suggested the mailers may not be an independent expenditure (IE) because they were not all “expressly advocating the election or defeat of a clearly identified candidate”. (Director Boone inaccuracy: The mailers were clearly targeted to confuse and misinform Oklahoma’s majority of conservative voters about a legislative vote and influence the outcome of multiple races.)

While the OEC’s blackout period stops Boone’s staff from accepting complaints, it does not prevent the Commission from engaging in investigations. Throughout the meeting, Boone and Kerr guided the Commissioners away from voting to formally investigate the mailers.

Boone focused intently upon the fact that only some of the mailers attacked current candidates for reelection while others attacked incumbents not currently campaigning.

“Two of the senators that are a part of this are up for election, two of them are not which is an interesting part of this puzzle as we figure out how this might fit within our rules. So, I just want to make sure that’s clear,” qualified Boone. (Director Boone inaccuracy: Three (3), not two (2), of the involved senators are up for reelection in 2026 - Deevers, Prieto and Green. Only Sacchieri is up in 2028.)

“And so we began looking at this, and when I say we, I mean our general counsel’s office began, um, kind of doing some preliminary work on this to see if this was a potential violation of our rule,” Boone stressed. “And that is why the discussion about whether or not somebody is up for election comes into play because that’s an important piece.”

Boone suggested the entire, statewide mailing campaign did not meet the definition of an IE and could therefore not be formally investigated because just one of the attacked office holders was not currently campaigning. (Director Boone inaccuracy: IEs are reported to the OEC as separate line items related to separate expenses for each individual candidate either opposed or supported by the communication and should/can be investigated individually.)

Per Boone’s irrational logic, any rule governing political communications could be broken without ever prompting an OEC investigation, as long as an office holder not currently running for reelection was also targeted.

Boone suggested her staff conduct “some study” of the entire issue to “consider if we want to address it in our next rules cycle” and committed to checking the next cycle of reporting to see if whoever sent the anonymous mailers would out themselves.

“We’ll look, of course, to see if we can find anything when the next set of reports are due to see if anything might match this but it shows that there might be a gap in our disclosure requirements and I wanted to bring that to the commission’s attention,” assured Boone.

GC Kerr advised against any formal vote on investigating the matter stating, “They don’t fall cleanly within the definitions as the director was pointing out.”

OEC Conveniently Uninformed About Public Access to Postal Source Information

Suggesting either incompetence or corruption within the OEC, when Boone was asked by a commissioner about a possible process for identifying the source of the mailers, she referred to GC Kerr’s assessment that it might be unlawful to attempt to identify the holder of the postal permit number on the postcards.

“The only possibility might be to utilize the bar code…But because we don’t have, um, a true complaint and because we don’t know that it’s a violation of the rule because we don’t know who it’s from. I mean if this is a person who’s just a person, um, not a political party or it’s, you know, not covered by one of these rules then, um, I think our general counsel felt like maybe she shouldn’t be delving further into who, you know, who might of paid for this by the barcode,” argued Boone. (Director Boone inaccuracy: The source of any bulk mail permit is public information lawfully obtainable from USPS.)

“The name and address of the holder of a particular bulk mail permit, permit imprint or similar permit (but not including postage meter licenses), and the name of any person applying for a permit on behalf of a holder will be furnished to any person upon request.”) - 39 C.F.R. § 265.14(d)(2)

The OEC has a staff of ten (10), including a director of compliance and four (4) compliance officers yet the public is supposed to believe none, not even the executive director and lead attorney, understand they can, under the law, make a simple records request to source any bulk mail piece, political or otherwise.

Prior to leading the OEC, Boone worked as Chief Accountability Officer with the Oklahoma State Department of Health and Chief of Staff at the Oklahoma Department of Human Services.

State Government Control Unofficially Moved to Hilliary Communications Headquarters in Medicine Park

According to the United States Postal Service (USPS), the bulk mail permit on the mailer in support of Sen Grant Green belongs to “OKLAHOMA CONSERVATIVE COALITION”. The organization listed the Medicine Park (Lawton) headquarters of Hilliary Communications as its address.

The permit requester, Heidi Britton, appears to be a Hilliary employee as she lists her email as “HEIDI.BRITTON@HILLIARY.COM” within OEC filings for another entity (OKLAHOMANS FOR A CONNECTED FUTURE) chaired by Hilliary Communications co-CEO Dustin Hilliary.

Oklahoma Conservative Coalition is also responsible for other recent mailers including in support of the primary opponent of Rep Tom Gann (R-Inola). Gann has one of the most consistently conservative voting records in the entire legislature and does not accept lobbyist or PAC money.

Stitt, Hilliary & What Pay-to-Play Looks Like

Hilliary Communications, a previously small, rural, telephone company, is now a third-generation wireless and broadband giant in Southwest Oklahoma and parts of Texas. Hilliary and its affiliates benefitted from $66 million in broadband expansion grants and matching funds during the federal government’s Covid funding spree. The Oklahoma Broadband Office recently unlocked another $574 million as part of $1.4 billion in funding for broadband expansion from joint federal and matching sources.

Dustin Hilliary also has a growing lock on media in a large section of Oklahoma as owner of several newspapers, several radio networks, including Oklahoma News Network, Oklahoma Farm Report, Oklahoma Radio Network, and eight (8) newly acquired radio stations.

With their increased wealth, the Hilliarys became major political funders to Governor Stitt and many others. In the last decade, Hilliary family members have personally donated over $1.5 million to individual candidates, both Democrat and Republican, with 26 of those donations going to Gov Stitt’s campaigns.

Dustin Hilliary also runs several heavy-hitting PACs that favor office holders working squarely against Oklahoma values. In an unabashed example of pay-for-play, Stitt can’t seem to stop appointing Dustin Hilliary to higher and higher positions. Dustin Hilliary is Stitt’s Senior Advisor and Chief Negotiator and a Stitt appointee to the Oklahoma State Regents for Higher Education.

On Wednesday, upon yet another Stitt nomination, Dustin Hilliary was confirmed to a seven (7) year term on the OU Board of Regents by the State Senate with a 33-10 vote. In an extremely unusual path, Hilliary’s nomination was carried in the Senate by Pro Temp Lonnie Paxton (R-Tuttle), bypassing Hilliary’s senator of record (Deevers), and pushed not through the expected Education Committee (Deevers is a member), but rather through the Rules Committee, a body stacked with senators Hilliary has financially supported.

With the vacating of US Sen Markwayne Mullin’s seat, Stitt even sought to appoint Dustin Hilliary to finish Mullin’s term leaving Oklahomans to question whether the broadband tail is now wagging the entire Oklahoma dog.

Hilliary co-CEO Mike Hilliary sits on the Broadband Expansion Council advising on how to disperse all of that new taxpayer money.

Hilliary’s Oklahoma Conservative Coalition Fronted by Recently Arrested/Resigned House Rep Turned Lobbyist

(UPDATED INFORMATION: New information has identified a second entity also named Oklahoma Conservative Coalition, a 501(c)(4), that is now believed to be responsible for the mailers described. Independent journalist Jason Murphey (The Oklahoma State Capitol) has reported in detail about that second entity which may have been created to place public blame for the mailers on the group described below.)

In a common practice for shady political organizations, Hilliary’s Oklahoma Conservative Coalition lists a PO Box within an Oklahoma City shipping shop as its address.

The entity was formed by Ryan Martinez and is an unlimited committee for the declared purpose of running IEs or electioneering communications. Martinez is a former State House Representative turned lobbyist/VP for the Oklahoma Home Builders Association.

Martinez resigned his elected position in 2023 following his second arrest for drunk driving in October of 2022. During the arrest and sobriety testing, Martinez falsely informed officers he was headed to an active special session within the State House and could therefore not be detained. Multiple times, Martinez asked if he could call the Attorney General (arrest video below obtained by NonDoc Media).

Martinez told officers he had dined at Mahogany’s Steakhouse prior to drinking at an Edmond bar. OEC records show Martinez accepted $14,698 in meals, food and beverage from lobbyists during his time in office, including expensive dinners at “MAHOGANY, DOWNTOWN”.

Martinez took campaign donations from both Dustin and Edward Hilliary during two different campaign cycles.

Hilliary Hit-PAC Quickly Gets $2.3 Million from Notorious VA Entities, Connects to Previously Indicted Consultant

Within a single week in June of 2025, OEC filings show Oklahoma Conservative Coalition was loaded with $2.3 million by two Virginia groups, A PUBLIC VOICE, INC and AMERICAN JOBS AND GROWTH FUND, both also listing boxes at shipping stores as their official addresses.

During the 2024 election cycle, A PUBLIC VOICE Inc (from VA) existed only to funnel money to state-involved PACs like Build and Protect OK and American Jobs and Growth PAC, with both listing DUSTIN MCINTYRE as treasurer. In fact, Dustin McIntyre is treasurer of every entity that contributed the combined $2.3 million to Hilliary’s Oklahoma Conservative Coalition. The FedEx box addresses keep shifting with each election cycle but Dustin McIntyre persists. Fortunately, we know where this is really being coordinated.

In December of 2023, Jenni White completed extensive research on dark money in Oklahoma and linked both Build & Protect Oklahoma and Advance Oklahoma PAC, along with treasurer “Dustin McIntire” to political consulting firm Campaign Advocacy Management Professionals (CAMP). CAMP even showcased a hit-mailer the company created for Advance Oklahoma PAC on its website at the time.

Within our How to Steal a State series, V1SUT outlined how, in 2016, CAMP founder Fount Holland, along with fellow political consultant Stephanie Milligan (Alexander), State Supt Joy Hofmeister, and two education union heads, were indicted for the illegal coordination of dark money provided by education insurer American Fidelity Assurance.

Beyond Attack Mailers Aimed at Actual Conservatives, Hilliary’s CAMP Fund Puts Millions Behind McCall for Gov

A major chunk of the funds within Oklahoma Conservative Coalition was quickly spent on media supporting Charles McCall for governor.

Later in 2025, an additional $200,000 was added to the entity, this time not by groups but by individuals Mark Davenport (Quail Creek Bank owner), Frank Robson (RBC Bank and Sam Walton family) and Shane Shoulders (Dallas, TX). Next, over $600,000 in ads opposing Gentner Drummond for governor were purchased while those supporting McCall continued.

In addition, Oklahoma Conservative Coalition and a host of other Hilliary-linked entities are spending to prop up the entire UniParty power structure across Oklahoma’s state government. This outlet recently reported Jason Stephenson, head of statewide school library services at the Oklahoma Department of Education (OSDE), had been promoting sexually explicit books for children through his public social media for years. His followers include teachers, school librarians and district administrators.

Oklahoma law states, “Anyone who: shows, exhibits, loans, or distributes to a minor child any obscene material…shall be guilty of a Class A1 felony offense.”

Stephenson, a 43-year-old LGBT man with no children, positioned the public recommendation of dozens of controversial elementary and adolescent books as part of his personal reading each month.

Prior to publishing, both Stephenson and State Superintendent Lindel Fields were contacted for comment. Stephenson immediately deleted all related posts, and the OSDE, by email on March 24, 2026, asked this publication for screen shots of the posts expressing concern that Stephenson may have been impersonated online.

“Mr. Stephenson received your email and was quite confused by it, even thinking it might have been some sort of phishing attempt. He alerted his immediate supervisor and asserts he has not made any posts of the nature you’ve described. Could you please provide us with screenshots or some sort of evidence, because if what you say is true, we are concerned about an impersonation that could be harmful both to Mr. Stephenson and to the public.” - OSDE Strategic Communications Advisor Tara Thompson (March 24, 2026)

This publication then forwarded 35 screenshots of Stephenson’s recently deleted Facebook and X posts recommending such titles, along with comments from other Oklahoma educators who follow him. Just hours later, the OSDE officially backed Stephenson’s actions as being on his “personal page”.

“After reviewing the screenshots you sent, it appears these are from Mr. Stephenson’s personal page. I didn’t see any references to OSDE or his position at the agency on his profiles, so I’m a bit puzzled by your statement, “It appears Stephenson is conveying approval for Oklahoma public schools, librarians and educators to make such content available to children.” I did not make that same inference after reading the posts. I took them as merely his personal book reviews, likely made by someone in education based on his handle.” - OSDE Strategic Communications Advisor Tara Thompson (March 25, 2026)

The OSDE does not appear to mind if their head of statewide school library services is tone-deaf to years of parents demanding the removal of graphic content from Oklahoma’s schools and working publicly to subvert state law concerning exposing minors to pornography, as long as it’s on personal time. Within Supt Fields’ OSDE, it appears the activist, LGBT employee must be protected over the innocence of children.

Jenni White, co-founder of Reclaim Oklahoma Parent Empowerment (ROPE Report) and contributor to The Federalist, was an early warrior in the battle against obscene content in school libraries.

White is a current candidate for the Oklahoma State House (District 36) and strongly disagrees with the OSDE’s approval of Stephenson’s use of private time.

“A person cannot - no matter what might be said by experts/government officials - remove their belief system and/or world view from their position of employment. In fact, many argue that people should be employed in certain positions BECAUSE of their world view and/or belief system. An employee hawking developmentally inappropriate, sexually explicit reading material to minors should NOT be in a position working with minors in any capacity.” - Jenni White (District 36 State House candidate)

Within their doubling-down on Stephenson’s behalf, the OSDE has most recently developed deep state amnesia about ever suggesting Stephenson may have been hacked and impersonated concerning the public posts.

Newly obtained records show Stephenson’s advocacy for ensuring school children have access to sexually explicit content is NOT confined to his personal time.

Activism on Tax Payer Time & “Sexual Health” Strategy: Stephenson Sends Unsolicited Email Criticizing Current Bills Protecting PK-12 Students from Pornographic Content

A recent open records request to the OSDE produced, in part, an internal email penned by Stephenson expressing his opposition to two current bills (HB 2978 and SB 1250) that propose greater restrictions on sexually explicit content in school libraries, classrooms and buildings. Stephenson cites the importance of exposing children to “sexual health” content, mentions masturbation four (4) times and lobbies to retain control of school library content through loose definitions.

Within this unsolicited email to fellow OSDE employees Jesse Guardiola (Director of Government Relations), Ethan Worley (Government Relations Associate), Roni McKee (Program Manager for Strategic Improvement) and Sharon Morgan (Program Director of Standards and Learning), Stephenson asserts his role as overseeing all school library media specialists and argues the proposed legislation is duplicative because his department’s Media Program Standards already restrict library content by broadly defining what is pornographic based upon “a reasonable person” or “the average person applying contemporary community standards”.

Stephenson lobbies to prevent HB 2978 from enacting a far more specific definition of prohibited, sexually explicit conduct as defined in §21-1024.1 of Oklahoma law.

Current statute allows only “community standards” to determine what is and is not too explicit for young eyes creating a constant battle over just whose “community” gets to decide. Progressive activists have long exploited this legal ambiguity.

Stephenson argues against HB 2978, stating, “If enacted, books written for students about sexual health could be removed from school libraries if they included references to masturbation.” Unmentioned are standing statutes allowing individual parents to determine what sexual health information their children can be exposed to at school.

Similarly, Stephenson argues Senate Bill 1250’s specific definition of “sexual explicit content, which includes references to rape, molestation and masturbation” is too restrictive, and describes the proposed 5% reduction in funding to districts found to have allowed students access to graphic content as a “significant sanction” outside of the current accreditation system.

Both bills have overwhelmingly passed floor votes from their chambers of origin. Superintendent Fields has not endorsed either proposed bill protecting students from explicit content. The OSDE states, “He (Fields) will be selective with endorsements for the remainder of the session.”

Oklahoma Law Gave Parents Right to Review & Opt Kids Out of Sex Ed Content: Activist Educators Then Moved Their Content to School Libraries

Within his lobbying letter, Stephenson appears to hold the opinion schools have a responsibility to expose children to “sexual health” issues outside of the legislated restrictions governing sex ed in Oklahoma.

According to §70-11-105.1, parents have a right to inspect school curriculum and content related to sexual education. They also have the right to opt their children out of any portion of sexual education they deem inappropriate.

Stephenson, in his email, makes no reference to the statute or parental rights in this area.

As Literacy Plummets for OK Kids, Stephenson Spends Time on National NGO Priorities & Land Acknowledgements

During Stephenson’s eight (8) years as OSDE’s Program Manager for Secondary English Language Arts (ELA) and Library Media, statewide proficiency in ELA has declined from 35% (2017-18) to just 26% (2024-25).

A review of Stephenson’s OSDE February and March 2026 emails reveals Stephenson spends a significant amount of his taxpayer-funded time on work for national NGOs and interests outside of Oklahoma.

As appointed chair for the Council on English Leadership for the National Council of Teachers of English (NCTE), where Stephenson claims to have “found a home”, Stephenson spends much of his OSDE time arranging national conferences, booking speakers and planning “land acknowledgements” in other states.

For decades, the NCTE has been pushing LGBT content on school children and pushing parents out of the picture.

Currently, the NCTE is promoting the PBS documentary The Librarians that positions parents concerned about inappropriate books as an existential threat to personal freedoms and activist school librarians as the victims.

Stephenson frequently travels outside of Oklahoma, on tax dollars, to speak at national conferences. And while in-state, as leader of monthly virtual meetings for the national State Coordinators of English Language Arts (SCELA), Stephenson recently arranged a book study of Beyond Standards by Dr. Morgan Scott Polikoff for his counterparts in other states.

Polikoff is with the highly progressive Center for Reinventing Public Education (CRPE). CRPE funders include the (Bill) Gates Foundation, Chan Zuckerberg Initiative, Bezos Family Foundation and Tulsa’s own Schusterman Family Foundation.

Through the CRPE, Polikoff asserts things like “research certainly suggests that children who currently or will someday identify as LGBT are harmed when their representations are stripped from the curriculum”.

The Oklahoma education deep state is fully entrenched within the national and global priorities of the extremist left but appears to have forgotten it is paid to serve Oklahoma families and should be protecting Oklahoma students. In the meantime, only one (1) in four (4) Oklahoma students can read at grade level.

In December, Lindel Fields, Governor Kevin Stitt’s recently appointed State Superintendent of Public Instruction, presented the Oklahoma State Department of Education (OSDE) Employee of the Month Award to Jason Stephenson, Program Manager for Secondary Education.

Two months earlier, the OSDE celebrated Stephenson’s Distinguished Alumni award from the College of Liberal Arts at the University of Central Oklahoma.

Within both glowing Facebook posts announcing the awards, the OSDE neglected to mention Stephenson is also head of all school library services and publicly promotes the sexually explicit books Oklahoma parents have been unsuccessfully fighting to purge from school library shelves for years.

According to TakeBackTheClassroom.com which identifies only a limited list of concerning titles, nearly 30,000 inappropriate books are currently available to K-12 students in Oklahoma, America’s reddest state.

Despite years of parents stepping up to the microphone at their local school board meetings and reading inarguably pornographic content from school library books, these books remain on school shelves and have even multiplied.

The OSDE’s own Media Program Standards, as approved by the state’s legislature in 2023, clearly spell out and define the “prohibition on pornographic material and sexualized content” in school libraries yet books describing and depicting graphic sex acts and other harmful content are increasingly offered to students.

OSDE Library/Media Head & DEI Hire Promotes Most Contested Content

Since 2018, Stephenson has been using his personal social media to publicly recommend the very books of most concern to Oklahoma parents. Schools librarians, staff and administrators follow Stephenson’s @teacherman82 posts sending a public message suggesting the OSDE will not be enforcing state laws concerning school library content.

Each month, Stephenson publicly features and recommends stacks of books he claims to have personally read. Despite being a 43-year-old man, Stephenson regularly reads and recommends books intended for adolescents and small children, many with LGBTQ themes.

Jason Stephenson has been the head of Library Media & Secondary English Language Arts at the OSDE since 2018. He does not hold the state’s Library Media Specialist Certification.

Stephenson does hold the progressive pedigree of many public education leaders in Oklahoma. By belief and lifestyle, Stephenson has nearly nothing in common with the conservative super-majority of Oklahoma voters. For starters, Stephenson is a registered Democrat in a state where the majority of voters in every county (77) voted for Donald J. Trump in three election cycles.

Stephenson is also a gay man who is publicly hostile to the values and religious beliefs of a large percentage of Oklahoma families. Within his public blog entitled Reading, Writing, & Religion: English Language Arts & Queer Christian Musings, he decries the “so-called clobber verses from the Old and New Testaments” concerning alternate sexualities claiming they were written in “a time period and culture that did not fully understand LGBTQ people”.

According to court records, Stephenson is a licensed minister through the online ordination of Universal Life Church and even rewrites scriptural verses himself.

Prior to employment at the OSDE, Stephenson was a high school English teacher at Deer Creek Public Schools (OK) where he proudly incorporated his sexuality and activism into student learning.

Within his public blog, Stephenson warned other educators about the “dangers of heteronormativity” while instructing them to structure lesson plans to include examples of LGBTQ couples. After attending an out-of-state conference (likely on taxpayer funding), he wrote about incorporating the trans-youth poem “A Letter to the Girl I Used to Be” into his creative writing course for high schoolers.

After moving from the classroom to the OSDE, Stephenson returned to speak with teens at the “Official Deer Creek High School’s Gender & Sexuality Alliance’s monthly meeting.” The topic with students was his sexuality. Imagine if a heterosexual, male teacher wished to talk with an afterschool club for girls about his personal sexual preferences.

Stephenson regularly and publicly links teaching and his sexuality.

Stephenson attends the Mayflower UCC Church where the youth group recently led the congregation during the Pride on 39th parade.

OSDE Library Head Knows Law But Celebrates Schools That Break It

According to Stephenson’s OSDE department webpage, he and his staff know what they are supposed to be doing and not doing in support of school library services across the state.

They also know state laws in this area protect school children from inappropriate content and ensure all material reflects community standards.

Even consequences for those who put obscene materials in schools are defined within links provided online by Stephenson’s department:

Oklahoma Statutes Title 21. Crimes and Punishments, Chapter 39 - Oklahoma Law on Obscenity and Child Sexual Abuse Material, Section 1021 - Indecent Exposure - Indecent Exhibitions - Obscene or Indecent Writings, Pictures, Etc. - Solicitation of Minors

Anyone who: shows, exhibits, loans, or distributes to a minor child any obscene material…shall be guilty of a Class A1 felony offense, upon conviction, and shall be punished by imprisonment in the custody of the Department of Corrections for not less than ten (10) years nor more than thirty (30) years, except when the minor child is under twelve (12) years of age at the time the offense is committed, and in such case the person shall, upon conviction, be punished by imprisonment in the custody of the Department of Corrections for not less than twenty-five (25) years.

Despite law and policy set by Oklahoma voters and legislators, since his days as a high school English teacher, Stephenson has publicly espoused that children should have access to “LGBTQ stories in their classroom libraries”. It’s personal. It’s about the LGBTQ teachers feeling safe.

His public posts also celebrate districts who resist “book banning” such as Bristow Public Schools where the wife of Oklahoma’s questionably Republican State House Speaker Kyle Hilbert serves on the district’s school board.

Within the most recent (February 2025) newsletter from Stephenson’s OSDE department, Pryor High School was named as the OSDE’s School Library of the Month:

According to TakeBackTheClassroom.com, the Pryor High School library currently offers at least 70 inappropriate books including 64 containing sexually explicit content. Here are excerpts from just a few of those Pryor HS books:

It’s been a year since Stephenson has published his department’s “monthly” online newsletter but he has since (November 2025) traveled on public funding to present at a national literacy conference.

In one of his posts, Stephenson recommended the book Gay Poems for Red States by Willie Edward Taylor Carver Jr., Kentucky’s former Teacher of the Year who brags about “advocating for LGBTQ youth in ways that sort of butted against what administrators wanted which was to silence people and ban books”. Within a Voices of Solidarity podcast, Carver described helping students form LGBTQ clubs and get grants to have LGBTQ youth summits.

Like Stephenson, Carver couldn’t keep his sexuality out of the classroom and does not recognize how he frequently stepped outside of the teacher role and into the territory of parents but claims he left education after being attacked by the “groomer narrative” and “fascism”.

When Asked for Comment, Stephenson Removed Posts, Claimed He Was Hacked: This Outlet Fulfilled OSDE’s Request for Post Screenshots

V1SUT reached out directly to both Stephenson and State Supt Fields requesting comment. Within hours of requesting Stephenson’s comment by email, all mentioned book recommendation posts were removed from his social media accounts.

Later the same day, OSDE Strategic Communications Advisor Tara Thompson responded on behalf of both Fields and Stephenson with, in part, the following:

“With respect to Mr. Stephenson, we would like to investigate these allegations a bit further. Mr. Stephenson received your email and was quite confused by it, even thinking it might have been some sort of phishing attempt. He alerted his immediate supervisor and asserts he has not made any posts of the nature you’ve described. Could you please provide us with screenshots or some sort of evidence, because if what you say is true, we are concerned about an impersonation that could be harmful both to Mr. Stephenson and to the public.

Thank you for alerting us to this issue, and we would appreciate your assistance in taking a closer look at the matter.”

This outlet saved dozens of screenshots of Stephenson’s posts recommending books and has provided those to the OSDE through Thompson.

Given Stephenson’s concerning public communications, on March 16, 2026, this outlet also submitted a request to the OSDE under the Open Records Act to obtain a limited date range of Stephenson’s email communications at the OSDE. Thus far, the OSDE has not fulfilled that request and cannot yet provide a timeframe for fulfillment.

Two Current Bills Would Reduce Funding for Dirty Book Districts: Senate Debate is Worth Watching

Currently, the Oklahoma legislature is considering two bills (SB 1250 and HB 2978) to address the continued presence of sexually explicit content in K-12 school libraries. HB 2978 only excludes content with “depictions or descriptions of sexually explicit conduct” from being considered part of “community standards” as defined in Section 1024.1 of Title 21 of the Oklahoma Statutes.

SB 1250 goes much farther in defining unallowable library and classroom content and provides financial consequences for districts that fail to follow the law. In addition to current penalties under Oklahoma Administrative Code for districts who expose children to explicit content, 5% of state funding would be removed from the district’s upcoming, annual allocation upon the State Board of Education’s confirmation of a violation.

SB 1250 would also require each district to annually submit “a complete listing of all books and other materials available in its school library” and provides a process by which parents would submit violation reports first to the district and then the OSDE.

Sen Dusty Deevers (R-Elgin) posted video of his SB 1250 debate comments (March 11th) on X with a statement about Democrat opposition to the measure.

During the floor discussion, Deevers was prohibited from reading content from a school library book and stated, “The presiding officer warned me that senate rules don’t allow me to say the filth that is in the book “Gender Queer” but it’s in our public school libraries.”

Sen Shane Jett (R-Shawnee) also discussed a contested school library book. “This book was in our public schools in Oklahoma. Sex is a Funny Word,” said Jett as he read from only the title page due to the comic book’s unallowable Senate content. Jett informed the book was intended “for ages 7-10”.

Democrat Senators Mann, Hicks, Kirt, Nice and Brooks, all of Oklahoma City, as well as Boren of Norman and Goodwin of Tulsa, argued strongly against the bill. Opposition debate claimed there were no such books in schools libraries, qualified librarians have it all under control and any protection of children would result in “book burning ceremonies”. There were multiple calls to ban the Bible from schools and even a mention of Nazis and fascists.

On March 9th, HB 2978 passed a vote of the State House (74-14) and is waiting to be considered within the Senate. SB 1250 passed in the Senate (39-8), on March 11th, and is awaiting consideration in the House.

According to the OSDE, Supt Fields is monitoring the progress of both bills but has not yet expressed support for either. “Thus far in the legislative session, the state superintendent has publicly supported only two bills – one regarding the cell phone ban and one for security funding – and he will be selective with endorsements for the remainder of the session,” responded Thompson.

Within a dangerous trend involving Oklahoma’s K-12 education system, the publicly celebrated teacher with the recent awards soon faces arrest or accusations related to child abuse. Multiple government agencies and elected officials then work behind the scenes to shield the educator from accountability as the local, legacy media puts out half the story.

The case of Roderick Kohl (36), a special education teacher for Western Heights Public Schools (WHPS), and previously for Choctaw-Nicoma PS, appears to be in lockstep with that trend.

On October 13, 2025, Kohl was arrested by the Oklahoma County Sheriff’s Office on child abuse charges. KFOR broadcast bodycam footage of Kohl’s arrest. They quoted a sheriff’s representative as saying the crimes were “nothing short of disgusting” and WHPS as reassuring “law enforcement has since taken appropriate action”.

Based on KFOR’s broadcast, even discerning viewers would assume accountability under the law would be coming for this teacher. It isn’t.

By stopping there, KFOR and other outlets decided not to report on the cover up of these crimes by several government entities and officials. By failing to go beyond official statements at the time of Kohl’s arrest, legacy media either didn’t discover or chose not to reveal Kohl is the adoptive father of three (3) special needs children now suspected to be at risk of harm in Kohl’s care.

Kohl’s Crimes Have Witnesses: Sheriff’s Affidavit Recommends Child Abuse Charges

An affidavit of probable cause filed on October 14th by the Oklahoma County Sheriff’s Office states, “Special education teacher Roderick Kohl had thrown a computer mouse at a severely autistic nonverbal six (6) year old boy…the following day Kohl had struck the six (6) year old with a rubber spoon twice on the leg.” Photographs were taken of the marks left on the child’s leg but have not been released.

According to witness interviews quoted within the document:

• “One of the witnesses observed Kohl sitting in his chair and the six year old boy was approximately ten (10) feet away on a toy sit and spin…observed Kohl taking his computer mouse and throwing it at the six-year-old boy striking the boy in the back of the head.”

• “Witness #2 stated she heard it hit the boy and fall to the ground causing the mouse to brake. Both stated the boy began crying.”

• “Both stated the following day Kohl took a rubber spoon that the boy had taken out of a drawer and smacked the boy on the leg twice. Witness #2 stated the boy started crying and Kohl told the boy if his parents took care of him, he wouldn’t have to do that.”

A third witness reports having previously asked the school counselor to intervene concerning Kohl’s aggressive behavior toward children.

This outlet attempted to contact Kohl through immediate family to arrange an interview but did not receive any response.

Following his arrest, Earthy Girl, a business previously association with Kohl, publicly cut ties.

Dangerous Hypocrisy: Progressive Credentials & Connections Bring Political, Criminal & Public Ed Protections

According to his public LinkedIn resume, Kohl holds all of the progressive credentials: Preferred pronouns, advanced degree, non-profit founder, inclusivity program creator, Eagle Scout, former disability examiner, enhanced special-ed certification and “father of three adopted children with special needs”.

Kohl’s Heart Spark Learning business claims to train educators and parents to work with autistic children.

Kohl is also a highly political, education activist connected online with State House Rep Jacob Rosecrants (D-Norman). The two teamed to publicly attack now former State Superintendent Ryan Walters (R) on social media.

Since his arrest, Kohl has taken down much of his previous, public content, but within remaining LinkedIn posts, he expressed resistance to dismantling the federal Department of Education stating, “The DOE plays a vital role in protecting the civil rights of our most vulnerable students…when states managed education for severely disabled students without federal oversight—many of these students were confined to institutions, subjected to mistreatment, and denied their fundamental human rights.”

Before allegedly assaulting a non-verbal child within his care, Kohl led trainings for teachers at Council Grove Elementary (WHPS) concerning “the importance of building relationships with students, supporting students with trauma, and strategies for including students with autism in the general education classroom”.

Given his arrest, Kohl’s public posts promoting his online teacher and parent trainings on interacting with high-needs children appear to be based upon a performative philosophy.

And now, the Public Education Deep State is working behind the scenes to save Kohl from both criminal prosecution and the revocation of his teaching certifications.

Why are AG Drummond, DA Behenna, Judges Bondurant & Hammond, State Supt Fields & OKDHS Directors Cartmell & Williams Protecting the Arrested, Not Kids?

Soros Linked OK County DA Vicki Behennan Declines to Prosecute Kohl

A V1SUT source has confirmed that despite evidence of committing child abuse in the presence of multiple witnesses and the recommendation of the sheriff’s office under statute §21-843.5, Oklahoma County DA Vicki Behenna’s (D) office will not prosecute Kohl. Since age 18 (2007), Kohl has been a registered Democrat .

Behenna claims to “protect the citizens of Oklahoma…by holding those persons who intend to harm others accountable for their actions”.

During her 2022 campaign, reporting from The ROPE Report revealed Behenna to be a George Soros linked DA:

“Behenna, the Democrat in the race for Oklahoma County District Attorney, leads a non-profit called, The Oklahoma Innocence Project, which was awarded 5 million dollars by the Open Society Foundation, created and funded by George Soros – frequently referred to as the “Most Dangerous Man Alive” because of his numerous donations to liberal causes such as the “DA Project”.”

In confirmation of our sourcing, the criminal case against Kohl within court records appears to have been stalled for three (3) months since Special Judge Thomas C. Riesen approved probable cause to arrest Kohl and the case was then placed on the docket of Special Judge Lisa K. Hammond.

V1SUT reached out to Behenna’s office to ask why she refuses to prosecute Kohl and why an arraignment hearing scheduled for December 12, 2025 has not been documented in court records. No response to our questions has yet been received.

Special treatment from the Oklahoma County DA’s office for criminal educators is not a new practice. Despite driving with a 0.28 blood alcohol level on a school night, Western Heights PS drag queen principal (with previous child porn charge) also avoided prosecution. That affidavit of probable cause has been sitting untouched within the court system since 2020. Link to previous reporting:

Gov Stitt’s new State Board of Education has reverted back to the dangerous policies of former State Superintendent Hofmeister that brushed aside credible accusations of abuse by assuming any teacher not convicted of a crime was safe to return to schools. Statutes of limitation and DAs like Brehennan who drop or reduce charges on behalf of educator offenders are preventing those criminal convictions.

Notorious OK County Special Judge Bondurant Dismisses Order Protecting Victim

The mother of the 6-year-old victim connected to Kohl’s arrest filed and was granted a protective order against Kohl on behalf of her child. That order was then dismissed by Special Judge Sara Murphy Bondurant.

V1SUT previously reported that Judge Bondurant repeatedly assisted now convicted, trans child-stealer Xander Daniel Fasion within protective orders involving parents of her victims:

September 2021 (Oklahoma County): Faison (plaintiff listed as Xander Daniel Faison) filed for a protective order against Malkik (believed to be Malik) Sheffield, a father with a history of DHS-involvement. The petition was assigned to Special Judge Sara Murphy Bondurant and granted by Judge Susan K. Johnson, then dismissed after 14 days when Faison failed to appear.

March 2023 (Oklahoma County): Judge Sara Murphy Bondurant denied two (2) requests for emergency protective orders to protect both a mother and her child from Faison (defendant listed as Xander Iesha Daniel Faison).

January 2025 (Oklahoma County): Faison, by then a DHS employee, successfully kidnaps a 1-year-old girl and is granted a protective order by Judge Sara Murphy Bondurant blocking Pierce, the child’s father, from contact with his child or Faison.

In all three (3) cases involving protective orders, the court under Judge Bondurant always sided with Faison as either plaintiff or defendant. It appears this threat to other people’s children had court immunity and some help boxing out parents.

With Criminal Prosecution Prevented, AG Drummond Moves to Save Perpetrator Teaching Certs

As recently reported by V1SUT, Kohl is on a short list of 13 suspended educators whose teacher certification cases were pulled by Attorney General Gentner Drummond outside of state law and funneled through education union attorneys to arrange settlements that return those individuals to the classroom.

The AG’s Lucky 13 List includes teachers, coaches, administrators and counselors. Six (6) of the 13 have already been reinstated through this non-public, unprecedented pipeline created by Drummond’s office.

According to legal representation for the mother of Kohl’s reported victim, Kohl is being represented by White & Weddle law firm, the firm of record for the Oklahoma Education Association (OEA), Oklahoma’s largest teacher’s union and state branch of the National Education Association (NEA).

There is no similarly large, local law firm defending any perpetually funded association for parents of children abused by educators. Such organizations don’t exist. Justice for victims of education predators appears to have been replaced by legal heavyweights paid with what began as tax dollars for teacher salaries.

Stitt’s New State Supt & Board of Education Suspended Kohl Based on Evidence But Has Consistently Flipped on Drummond’s Lucky 13 List

In November 20, 2025, the State Board of Education, now under the chairmanship of appointed State Superintendent Lindel Fields, voted to both suspend and submit an application to revoke Kohl’s certifications based upon the Board’s review of evidence during executive session.

Kohl’s case was placed on the path toward revocation following a due process hearing.

One-by-one, on cases unlawfully commandeered by AG Drummond’s office, the Board has later reversed its suspensions and applications to revoke the certifications of the accused educator involved despite evidence. Roderick Kohl may also soon appear on an upcoming State Board of Education agenda recommending the acceptance of a settlement that restores his credentials.

DHS Silent About Safety of 3 Special Needs Children Adopted by Kohl

Public social media posts suggest the three (3) special needs children Kohl states he adopted came into the home sometime during or prior to 2021. Since then, at least one of those children appears to have reached the age of majority.

Given Kohl’s arrest for the abuse of a special needs student, this publication asked both DHS Director Jeffrey Cartmell and Child Welfare Director Michael C. Williams several critical questions concerning the safety of the children placed in Kohl’s home by their agency.

Comment requested from Cartmell and Williams at OKDHS (3/3/2026 at 11:21 am):

Neither Cartmell nor Williams has responded. With Kohl’s arrest presenting a credible reason to suspect child abuse within the home, and no assurance of action by DHS leaders to ensure safety, this publication made a referral to the OKDHS Child Abuse Hotline as required by state law (3/6/2026; referral #2559287). The wait time on hold was 18 minutes. Four (4) days later, a Child Protective Services investigator was in contact to request further information.

The State of Oklahoma currently pays adoptive parents an additional $678.60/month per month for each special needs child placed from state custody. If the child is deemed physically or mentally impaired and found to be eligible for Supplemental Security Income (SSI), additional payment of up to $994 monthly would be provided.

Public records show Kohl and his adopted children live in a home his father acquired in 2015 through a HUD owner-occupant program involving government owned foreclosures. The home was then deeded to Roderick Kohl six (6) months and four (4) days later.

V1SUT recently reported that Attorney General (AG) Gentner Drummond’s office has been pulling select administrative cases involving educator misconduct away from the State Department of Education (SDE). It has since been confirmed at least 13 such cases have been transferred.

As reported, at least one of those cases, involving former Shawnee superintendent Aaron Espolt, is known to have then been subcontracted to the law firm Coffee, Lawson and Fields by the AG’s office. The firm’s founder Glenn Coffee, former Senate Pro Tempore and Secretary of State under Governor Mary Fallin, has a history of involvement in education politics that goes back to former State Superintendent Joy Hofmeister’s dark money scandal and indictment (see V1SUT’s How to Steal a State series).

Despite evidence of misconduct that resulted in previous votes by the State Board of Education (Board) to recommend the revocation of certifications for the 13 involved educators, six (6) have already been reinstated through negotiated settlements between the AG’s chosen attorneys (for the SDE) and those of the teachers and school administrators unions (for the educators), an option unheard of until newly appointed State Superintendent Lindel Fields assumed the lead roles at both the SDE and the Board late last year.

Inside sources inform the new and entirely Governor Stitt appointed Board and State Superintendent have replaced revocations with “Do Better Letters” and probation for accused educators despite proven and serious instances of misconduct that previously placed those educators on the path to decertification. Those sources inform the AG has stepped in and farmed out the cases to outside counsel to facilitate the new practices.

Documents recently obtained by this publication through an Open Records Act request to the SDE strongly suggest the AG’s recently accelerated involvement is not legal.

AG Commandeers Both Judge and Prosecutor Roles Within Ed Misconduct Cases Outside of State Law and Administrative Code

The State Board of Education is empowered by state law to grant and remove teacher certifications:

§70-6-189: (G) Certificates issued by the State Board of Education may be revoked by the State Board of Education for willful violation of any rule of the Board or of any federal or state law or other proper cause but only after sufficient hearing has been given before the Board.

Oklahoma administrative code § 210:1-5-6, which is approved by the legislature and holds the force of law, lays out the process by which suspensions and revocations of teacher certifications must take place and who has the responsibility and authority to carry out those steps. The AG’s office has no functional part in the process and appears to be overriding the legislated authority of the SDE to oversee such investigations and bring recommendations to the Board.

These are administrative, not criminal proceedings, that decide only if a teacher should retain their required, state-issued teaching credentials.

Previously, AG Drummond appears to have overridden administrative code to insert his office into the required due process hearings before the Board which “at its (Board’s) discretion, may utilize a hearing officer to conduct the hearing” as appointed by the State Superintendent (Chairperson of the Board).

Drummond pressed his questionable authority to appoint Administrative Law Judges (ALJs) from his office to fill the role of hearing officer and make final recommendations to the Board concerning revocations. Assistant Attorney General Liz Stevens then frequently filled that role before the Board.

As the AG’s appointed ALJ, Stevens recommended Norman teacher Summer Bosmier retain her teaching certificate after providing students with a QR-code linked to prohibited literature promoting critical race theory, gender fluidity and LGBTQ+ content.

Since the AG’s power claim over selecting ALJs for revocation hearings and his now selective grab of the SDE’s role in investigating and proving misconduct cases, Drummond’s office is effectively playing both judge and prosecutor within the teacher revocation process.

AG Overreaches to Demand Control of 13 Suspended Teacher Cases Based on Title 74-20i Contract

The SDE has informed 13 educator misconduct cases have been transferred to the AG based upon the below Contract for Legal Services “by virtue of 74 O.S. § 20i”.

The statute cited within the contract outlines three (3) options for state agencies and boards to secure legal representation for themselves as governing bodies:

1. Employing an attorney as such if otherwise authorized by law;

2. Contracting with the Office of the Attorney General; or

3. If the Attorney General is unable to represent the agency, or official due to a conflict of interest, or the Office of the Attorney General is unable or lacks the personnel or expertise to provide the specific representation required by such agency or official, contracting with a private attorney or attorneys pursuant to this section.

This portion of state law (Title §74-20i) requires the AG’s office, if the involved state agency has not hired in-house representation, to either provide a lawyer from their office to advise the agency or board as it executes its own duties under the law or approve other outside legal representation chosen by the agency or board involved.

Title §74-20i DOES NOT give the AG’s office the right to hijack any lawful functions of state agencies and/or boards or to farm those functions out to private attorneys. Nevertheless, that is what AG Drummond appears to be doing.

The SDE points to past employees as responsible for the case transfers but fails to explain why the current administration and Board has reinstated nearly half of the cases in question under the AG’s altered process.

“The OSDE employees and/or legal representatives who were involved in the decision to transfer cases to the AG’s office are no longer working at OSDE. Current leadership cannot speculate as to why these cases were transferred or what went into that decision.” -Tara Thompson, SDE Strategic Communications Advisor

The contract, signed by then State Superintendent Ryan Walters and Deputy Attorney General Niki Batt’s during the last week of June 2025 for the 2026 fiscal year (July 1, 2025 - June 30, 2026), appears to be a standard, annual, renewal agreement under Title §74-20i to allow the AG’s office to provide legal counsel to the SDE and attend board meetings as needed under the restrictions of the statute.

Given the AG’s previous stunt involving the overnight removal of the Board’s contracted attorney and replacement with highly conflicted AG General Counsel Brad Clark within just hours of the Board’s monthly meeting, the regular contract renewal is not surprising. Dr. Aaron Espolt was then on the meeting agenda concerning the suspension of his certifications. The AG asserted his assumed power to halt Board activities at any time, and a contract would’ve been needed to continue Board activities.

From previous reporting:

In fulfilling V1SUT’s records request, the SDE confirmed the annual renewal contract does not list the 13 (or any) administrative cases the AG’s office has pulled away from the agency to date or mention revocation services.

This suggests the AG may be using the contract to overstep his authority and save specific, accused educators and school administrators whenever he chooses throughout the year. And it’s all happening in a concerningly non-transparent way during Drummond’s gubernatorial campaign.

The SDE did provide this outlet with a separate list of the case names known to be involved stating, “There is no document that has the list of names sent to the AG’s office. However, we gathered the names sent and they are listed below.”

Who is the AG Overreaching Law to Return to K-12 Schools?

Six (6) educators on AG Drummond’s save list have been RECENTLY REINSTATED by the State Board of Ed:

• Glenpool Assistant Superintendent Kim Coody - (certifications suspended 1/28/25). Accused of hosting drinking parties for underage students at her home leaving one student dangerously intoxicated and another missing then arrested for DUI (See previous reporting).

• Sperry football coach Robert Park, principal Richard Akin and assistant football coach John King (certifications suspended 1/28/25) - Accused of attempting to cover up the locker-room rape by instrumentation of a student. Despite a saved SnapChat video of the assault, the victim’s lawyer says the staff members did not report the incident as required. Two (2) students have been criminally charged.

• Edmond English teacher Regan Killackey and Ardmore teacher Alison Scott (applications to revoke 7/31/24) - Both accused of making visual or verbal/written threats against the President of the United States.

Current SDE legal counsel is playing middle man with the AG’s settlement arrangements for teacher offenders.

According to the SDE, “Any settlements that have been reached were recommended to the State Board of Education by the AG’s office. Those are given to OSDE legal counsel who then presents the recommendation to the State Board for consideration and action.”

The SDE also suggests the revocation process involves a preliminary hearing, which is not confirmed within statute or administrative code, and new evidence may have caused the Board to reverse their previous decisions to recommend revocations, but specifics concerning that new evidence cannot be disclosed:

“Lastly, the process State Board of Education follows for teacher certification revocations or reinstatements is a multistep process that begins with what is essentially a preliminary hearing. If new evidence and information is introduced during the investigation process, the board is then obligated to act on this new information. This may result in a reversal of their original decision. The specific evidence and details discussed in each individual case are not privy to public inspection, but this outline of the process may help in understanding why board members changed their decision.” - Tara Thompson, OSDE Strategic Communications Advisor

The remaining seven (7) educators not yet reinstated but receiving special help from the AG’s office collectively represent recent arrests including child abuse (2), possessing meth (1), DUI (1) and illegal tattooing (1). The group also includes a male coach (1) who already voluntarily relinquished his certifications following accusations involving a HS locker-room incident and former Shawnee Superintendent Dr. Aaron Espolt. AG Drummond has repeatedly intervened involving Espolt.

To date, the OSDE investigation into Dr. Aaron Espolt has reportedly identified 11 former students from at least four (4) districts who disclose being sexually abused or harassed by Espolt.

V1SUT’s Harmful Coaching series (Part 1, Part 2, Part 3, Part 4 and Part 5) brought forth multiple former students who’ve accused Espolt of sexual misconduct during his time at Little Axe PS and Boone-Apache PS, as well as details of Espolt’s mid-year exit from Cleveland PS. Espolt has been employed within seven Oklahoma school districts over 24 years and is accused of a repeating pattern of pursuing and engaging female, high school students within sexual relationships. Those coming forward are now part of the Oklahoma State Department of Education’s (OSDE) larger investigation.

V1SUT will be following closely as the remaining, suspended educators make predictable appearances on the Board’s upcoming agendas.

Zero Transparency: Supt Fields Fails to Publicly Disclose AG’s Involvement on State Board Agendas, AG Fails to Post Contract with Outside Law Firm

As previous Board votes to pursue revocation of teacher credentials are being reversed with help from the AG’s office, the public has remained unaware that anything has changed within this process meant to protect school children.

On Board agendas, only the existence of a settlement is disclosed with no mention of who is negotiating the settlement, who is recommending the reinstatement or what conditions, if any, will apply to the educator regaining access to school children.

V1SUT reached out to State Superintendent Fields to ask if he felt the public should be informed about the AG’s involvement in these cases. An SDE spokesperson did not weigh in as to whether the case transfers were allowable under state law but stated, “There is not a formal public notification requirement for the process of case transferals”.

Of further concern, the AG’s office has failed to publicly disclose the existence and details of his office’s known contract with the legal firm Coffee, Lawson and Fields related to one or more of the transferred SDE cases.

Per §74-20i, “After the approval of the contract by the Attorney General for legal representation by one or more private attorneys or law firms, the Attorney General shall make available to the public on the Attorney General’s website the information required.”.

By law, the AG must disclose such contracts to the public on his official website and include his justification for contracting outside counsel and for the choice of a specific firm along with the nature, scope, estimated costs and estimated duration for the contracted services.

As of publication, the AG’s website shows only two current legal contracts: Foshee & Yaffe (involving market manipulation related to Winter Storm Uri); and Motley Rice (involving PFAS contamination of land and water). Both contracts are from FY2024, and neither involve teacher certifications.

Oklahoma’s highest law enforcement official appears to be having difficulty following the laws that apply to his position, and he’s a current candidate for governor. The Republican primary election will be held on June 16th.

Elections Are Not Governance: What Oklahoma’s Social Studies Standards Reveal About

When I accepted the role of Director of Policy and Research at the Oklahoma State Department of Education, I did so for one simple reason: I believed Oklahoma voters deserved governance that reflected the way they actually vote.

Oklahoma is one of the most conservative states in the country. Election after election, its citizens have made clear that they want schools that teach the American story honestly, that acknowledge the religious and philosophical influences that shaped our founding, that understand the dangers of totalitarian ideologies, and that equip students with real civic knowledge rather than vague slogans.

My assignment was straightforward in theory: help revise Oklahoma’s Social Studies Standards so that they were clearer, more content-rich, and less vulnerable to ideological reinterpretation.

What I learned instead is that winning elections is not the same thing as governing institutions. And reforming a bureaucracy is far harder than defeating an opponent at the ballot box.

The Standards Were Evidence of the Struggle

The social studies standards were not an abstract document. They were a battlefield.

In earlier approved versions of the 2025 standards, Oklahoma students had access—at least as electives—to two serious high school courses:

• Ancient and Medieval World History

• History of 20th Century Totalitarianism

Together, these represented roughly 150 course-specific standards.

The first course treated civilizations as developments over time. It included attention to Greece and Rome, medieval Europe, Christendom, the development of Western political and religious institutions, and the broader global context in which those civilizations interacted.

The second confronted totalitarian ideologies directly—Nazism, fascism, communism, authoritarian regimes of the twentieth century—asking students to understand how such systems arise and what they do to human freedom.

In the current draft now before the Board (State Board of Education), both courses have been removed. That alone should give Oklahomans pause. But the problem is larger than two deleted electives.

Across multiple grade levels, references to foundational influences—religious heritage included—have been softened or removed. Mentions of “In God We Trust” have disappeared.

Explicit attention to key founding documents and speeches, including George Washington’s Farewell Address, has been reduced. Language once tied to concrete historical developments has shifted toward broader phrasing. These are not minor edits.

When you remove named courses, you remove structural commitments. When you soften named documents, you reduce accountability. When you eliminate explicit references to religious influence in American history, you do not create neutrality—you create historical distortion and amnesia.

No serious historian denies the role Christianity played in abolition. Or in the civil rights movement. Or in the moral vocabulary of the American founding. Acknowledging that fact is not proselytizing. It is basic literacy.

Likewise, no serious scholar would suggest that Saudi Arabia could teach its history without discussing Islam. Or that India could be understood without Hinduism and the partition that produced Pakistan and Bangladesh. Or that Japan’s history makes sense without its religious traditions. Try to explain modern Chinese culture without knowing Confucianism, Daoism, Buddhism, and Maoism.

Yet in the American context, some act as though even mentioning the Bible’s influence is somehow improper. It is not improper. It is historical.

Inside the Building

What made the standards battle revealing was not only the content, but the process.

When reform-minded staff were hired at the director and senior level, many of us assumed we were being brought in to carry out the campaign promises that voters had endorsed. Instead, we encountered an entrenched administrative culture with long-standing frameworks, formatting expectations, and professional alliances. Those habits were deeply institutional and resistant to disruption.

We also encountered something more destabilizing: unclear authority. Conflicting instructions. Bottlenecks at the top. Delays followed by blame reversal. Reform proposals that would stall quietly. Leadership often absent from critical internal moments.

Reformers inside an agency require three things: clear authority, consistent backing, and sustained executive presence. Without those, bureaucracy wins by inertia. And inertia is powerful.

The Consultant Trap

One lesson that became painfully clear is that campaign strategy and governance strategy are not the same thing.

Campaign consultants are skilled at messaging, optics, and media cycles. They are not always equipped—or incentivized—to manage institutional reform inside a permanent administrative apparatus.

When governance is filtered through political intermediaries who are not physically and operationally embedded in the agency, confusion multiplies. When key policy decisions bottleneck through individuals whose incentives are media visibility rather than administrative durability, reform slows.

Meanwhile, entrenched bureaucratic systems wait. They do not need to defeat reform. They only need to outlast disorder.

The Broader Pattern

The story here is not about one person. It is about structural weakness in conservative governance.

Too often, elected officials win office promising reform, then fail to staff agencies with long-term institutional builders. Too often, they allow consultants and media strategy to eclipse administrative discipline. Too often, they underestimate the cohesion and staying power of the education establishment—what some call “Ed, Inc.”: professional associations, national frameworks, vendor networks, and long-standing bureaucratic alliances.

The result is predictable. Reform language is diluted through “compromise.” Controversy is amplified. Litigation triggers a procedural reset. And the bureaucracy quietly restores the status quo.

The removal of the Ancient and Medieval elective. The elimination of the totalitarianism course. The deletion of references to religious heritage. The rollback of explicit economic standards addressing property rights and voluntary exchange. These are not random edits. They are evidence of institutional gravity pulling back toward familiar ground.

Warning and Reckoning

If Oklahoma wants durable reform, several truths must be faced.

• First, reform requires executive presence inside the building—not only in press conferences.

• Second, director-level reform staff must be protected, empowered, and unified. Conflicting chains of command destroy reform from within.

• Third, campaign consultants should not function as de facto policy gatekeepers in state agencies.

• Fourth, legislators must demand transparency in standards revisions. Redlines. Rationales. Named justifications for deletions.

Most importantly, conservatives must learn to govern institutions—not merely win elections. Because elections are moments, but bureaucracies are permanent.

Why This Matters

This is not about imposing religion. It is not about ignoring historical wrongdoing. It is not about culture war theatrics.

• It is about whether Oklahoma will teach its students a coherent, historically grounded account of the civilization that produced their freedoms.

• It is about whether they will learn how constitutionalism developed over centuries.

• It is about whether they will understand what totalitarian regimes actually did in the twentieth century—and how such ideologies operate.

• It is about whether they will know the difference between capitalism and cronyism, between voluntary exchange and state control.

• It is about whether a deeply conservative state will actually govern like one.

I write all this because I want Oklahoma to succeed in having the republic it voted for. If we are serious about that, we must stop pretending that elections alone accomplish reform. They do not.

Reform requires courage. Discipline. Institutional seriousness. And above all, the willingness to govern.

There is still time for us Oklahomans to govern ourselves. If we choose to.

Oklahoma continues to prove that where politics, predation and education meet, public institutions will protect the offender, not children. Oklahoma’s school administrators, school boards, law enforcement, judges, district attorneys, attorney general, legislators and even parole boards regularly press for concealment, protection or leniency for school employees who violate children.

The previously very public case involving Ronald Gene Arthur, Shawnee Public Schools longtime, high school basketball coach and assistant athletic director, is no exception.

Allegations involving Arthur’s molestation of male students were reported to local police as far back as 2007 but Arthur wasn’t charged. For years, local corruption protected the school district while the school district protected Arthur. Students and families at Shawnee High School paid a very heavy price.

It appears those who shielded Arthur were often rewarded professionally and/or politically. Those tasked with securing justice for his victims put Arthur back on the streets after serving just 30% of an already limited sentence.

Heinous Accusations, Chronic Cover-Up & Overdue Investigation

In August of 2021, Arthur was arrested based upon on a long overdue investigation by the Pottawatomie County Sheriff’s Office. The charges included rape, forcible sodomy and soliciting sexual contact with a minor. The grooming of that victim began while he was a student at Shawnee High School. Within days of the student’s graduation, while the student was still a minor, Arthur pursued him through the Grindr app using the moniker “Olderforyounger”.

Previous reporting from V1SUT (Nov 2024) outlined the political fallout caused by Arthur’s arrest as the school district’s more than 15-year pattern of concealment and failure to protect students was revealed:

On July 6, 2021, Shawnee superintendent April Grace (R) announced her candidacy within the 2022 state superintendent’s race. On August 11, 2021, a warrant was issued for the arrest of Ronald Gene Arthur. The felony charges against Arthur included rape in the second degree, forcible sodomy, and soliciting sexual contact with a minor by use of technology.

On June 6, 2022, a state civil lawsuit (later moved to federal court CIV-23-473-R) was filed on behalf of an Arthur victim, revealing how administrators, including Grace, perpetuated Arthur’s abuse of students by concealing repeated accusations of molestation within internal, Title IX investigations and requiring meaningless professional development sessions and book reports from Arthur as punishment for his predation.

Grace claimed within a GOP primary debate that details from the Arthur case were being “misconstrued”, but journalists like Ray Carter from OCPA called out Grace’s failure to report crimes and protect children. On August, 23, 2022, Ryan Walters defeated Grace within the Republican primary runoff election.

Grace was the education establishment’s chosen successor for TransRepublican State Superintendent Joy Hofmeister (R then D). The Arthur scandal served as stop sticks for Grace’s political aspirations.

Other Arthur victims stepped forward. The petition within a federal civil suit, case CIV-23-473-R filed within the US District Court for the Western District of Oklahoma against both Arthur and Shawnee Public Schools, outlines repeated accusations of child sexual abuse, inappropriate communications and sexual harassment by Arthur both on school grounds and beyond school hours:

• “Victim S.H. told officers that in 2011, when he was 18 years old and either still a student or a recent graduate, that he was at Arthur’s residence; provided alcohol and possibly drugged; and raped by Arthur. Victim S.H. said he was scared and told Arthur, “No”, but felt like he couldn’t stop it because of Arthur’s power of authority over him.”

• “Victim J.L. told law enforcement that Arthur was the senior class sponsor and threatened him that he would not graduate if he refused to “do things”. When he was still a student at SHS, Victim J.L. was at Arthur’s residence. Arthur removed J.L.’s clothing and performed oral sex on him. Victim J.L. said he didn’t want to “do things” with Arthur, but he was fearful, and Arthur used his position of power over him. Victim J.L. told law enforcement that this occurred 4-5 times during his senior year and that Arthur constantly texted him.”

• “John Doe was under the influence of marijuana and agreed to meet up with Arthur. Arthur picked John Doe up from his house, drove him to a dead-end road, exchanged oral sex and returned John Doe home.”

• “Arthur also admitted to law enforcement that he had taken a former SHS male student, Student “V”, a recent graduate, to his residence on July 22, 2021, and had sex with him. Arthur told law enforcement they had met on the Grindr app and had sex one time prior to July 22, 2021.”

Despite another male student reporting Arthur repeatedly fondled his genitals while in the coach’s office when he was 14 years old, a practice Arthur dismissed as “nut checks”, both district administrators and school board members protected Arthur.

Contents of Arthur’s personnel file, as revealed within court records, confirm both Dr. April Grace and her superintendent predecessor Dr. Marilyn Bradford, as well as other school staff members, were aware of Arthur’s predatory behavior.

District admonishment letters to Arthur state “you will avoid running your hand up their arms or backs and will also avoid touching their genitals” and “there is no excuse for calling a student on his cell phone and beginning your conversations by asking whether he is watching a porn movie”, yet Arthur was never fired.

“After (4) Admonishments, (1) Complaint and Reprimand, (2) Suspensions, and (2) complaints - all related to sexual assault, sexual harassment and inappropriate conduct with students - Arthur remained employed by the Shawnee School District.” - Petition (CIV-23-473-R)

The district failed to report any of Arthur’s known or suspected crimes to law enforcement or OKDHS as required by Oklahoma state law, yet none of Shawnee’s involved district administrators has ever been charged with failing to protect students or failing to report suspected child abuse.

Ed Establishment Rewards Those Who Conceal School Perpetrators

In lieu of accountability, after Dr. April Grace announced her retirement from Shawnee Public Schools in January of 2023, and despite the district’s high per pupil expenditures and dismal academic results under her leadership, Grace was rewarded with a lucrative job (approximately $170K annually) running the Oklahoma Public School Resource Center (OPSRC). The non-profit claims to exist to “DRIVE TRANSFORMATION AND INCREASED ACADEMIC ACHIEVEMENT WITHIN OKLAHOMA’S PUBLIC EDUCATION SYSTEM”.

OPSRC was founded in 2012 by leftist special interests seeking influence over Oklahoma’s public education system. The NGO’s funding overwhelmingly comes from taxpayers within $57.2 million in federal government grants since 2017.

According to IRS forms, Tulsa-based, LGBT activist Dennis Neill and leftist Inasmuch Foundation leader Robert Ross served as early OPSRC directors along with regular representation from the George Kaiser Family Foundation and the Chamber of Commerce.

Dr. April Grace is dripping with awards and praise from the state’s school administrators union (OASA/CCOSA) and is credited with pioneering a “Magna Award-winning partnership with a telemedicine provider”. Failing at student academics, concealing internal perpetrators and bringing medicine and mental health under the school umbrella are rewardable endeavors within the public ed deep state.

DA Shell Game Results in Dropped Charges, Minimal Sentencing & Another Praetorian Promotion

Shawnee coach Ronald Arthur was eventually convicted of only felony solicitation of sexual contact with a minor using technology after Cleveland County DA Greg Mashburn’s office dismissed the two, most serious criminal charges (first-degree rape and forcible sodomy). James ‘Gregory’ Mashburn has since been elevated to the top spot at the Oklahoma State Bureau of Investigation (OSBI).

Arthur’s criminal case was transferred to Mashburn’s office after a multicounty grand jury investigated then Pottawatomie and Lincoln County DA Allan Grubb related to corruption, oppression, sexual misconduct and a failure to prosecute child abuse cases, among other failures. A subsequent audit found Grubb’s had been taking supervisory fees in exchange for deferred prosecutions, some of which were undocumented and negotiated behind closed doors.

Following Grubb’s resignation, Arthur’s criminal case was transferred back to Pottawatomie County where new DA Adam Panter, freshly appointed by Gov Kevin Stitt, chose not to reinstate the earlier charges against Arthur.

In February of 2024, Arthur was found guilty on the remaining charge involving sexting with a minor and sentenced to just 5 years imprisonment and a $3,500 fine. Arthur appealed his conviction, arguing a lack of evidence in the case to show his digital conversations with the victim were sexual in nature .

On April 17, 2025, the Oklahoma State Supreme Court upheld Arthur’s conviction, stressing any reasonable jury would find Arthur’s communications with the student to be “for sexual or prurient interest”.

Sex Offender Sprung: District Off the Hook

Just seven (7) months after losing his appeal, Arthur was paroled after serving just 18 months of his five (5) year sentence.

On July 8, 2025, Arthur registered within the Oklahoma Sex Offender Registry as both a non-habitual and non-aggravated offender with an Edmond address.

Civil Suit Against District Dismissed: Victim Ordered to Pay Costs

A civil suit against Arthur and Shawnee Public Schools has been dismissed with all but one of Arthur’s victims blocked from participation due to a little known change in state law (2017 - House Bill 1470) that shields school districts from such litigation.

Victims of predation within schools or institutions must now file civil actions before turning 20 years of age while others have until age 45.

“If the person committing the act of sexual abuse against a child was employed by an institution, agency, firm, business, corporation or other public or private legal entity that owed a duty of care to the victim, or the accused and the child were engaged in some activity over which the legal entity had some degree of responsibility or control, the action must be brought against such employer or legal entity within two (2) years; provided, that the time limit for commencement of an action pursuant to this paragraph is tolled for a child until the child reaches the age of eighteen (18) years.” (OK Statute: Title 12. Civil Procedure §12-95)

Incredulously, the Arthur victim and plaintiff within the civil lawsuit was ordered to reimburse the district for costs, including those related to collecting that victim’s deposition.

On September 19, 2025, US District Judge David L. Russell granted the motion by attorney Laura Holmes of the Center for Education Law, a regular defender of districts sued for failing to protect students. As contracted counsel for Shawnee Schools, taxpayers footed the bill for Holmes to kick an Arthur victim one last time. Just 60 days later, Arthur was paroled.

The system protects itself perfectly making Oklahoma public schools very unsafe places for children.

For two and a half years, the Oklahoma State Department of Education (OSDE) under the leadership of former State Superintendent of Public Instruction Ryan Walters (R) built a team of investigators who worked a record number of backlogged and new reports of school staff misconduct. Child sexual abuse was a common accusation.

Then State Board of Education members, after review of evidence and due process hearings, voted to revoke an unprecedented number of certifications from those proven to have harmed students. Victims and their families were finally being heard, not silenced. Schools were finally getting safer.

And for two and a half years, a group of elected officials attempted to thwart that process, particularly when accusations involved higher profile people like school administrators. As reported by this outlet, Attorney General (AG) Gentner Drummond (R) was central to the deep state group pulling political stunts to assist those accused.

During August of 2024, legislators including Sen Adam Pugh (R), Rep Danny Sterling (R), Rep Dick Lowe (R), then Rep John Talley (R), then Rep Mark Vancuren (R), Rep Ronny Johns (R), Rep Mike Osburn (R), Sen Mary Boren (D) and Rep Jacob Rosencrants (D) held up teacher suspensions and revocations for months. Drummond supported their efforts by reversing a 45-year precedent to allow legislators to enter the Board’s executive sessions where teacher misconduct evidence is discussed.

Drummond then exploited his Title 74-20i powers to remove the Board’s attorney hours before a vote to suspend then Shawnee superintendent Dr. Aaron Espolt. The Board was forced to accept the temporary services of the AG’s highly conflicted and current general counsel Brad Clark. Previously, as former OSDE and State Board of Education counsel under Joy Hofmeister, Clark personally interviewed Espolt concerning allegations of student sexual abuse reported against him. The interview resulted in no further investigation.

V1SUT previously published audio recordings of Espolt admitting to former Little Axe High School student Ashley Rolen and another source that Clark had interviewed him concerning the accusations during their brief time as co-workers at the OSDE in 2020. Four (4) years later, AG Drummond ambushed the Board with Clark just as Espolt’s certifications were up for a suspension vote.

AG Drummond Demands Control of Administrator Misconduct Cases Including Dr. Aaron Espolt (Shawnee) & Kimberly Coody (Glenpool)

And now, credible sources are reporting AG Drummond, some time in 2025, demanded the OSDE enter into a Title 74-20i contract to transfer specific, high profile cases involving serious misconduct by public school administrators to outside counsel approved by Drummond’s office for investigation, or perhaps something else. The cases shifted away from the OSDE and the Board reportedly include former Shawnee Public Schools superintendent Dr. Aaron Espolt, former Glenpool assistant superintendent Kimberly Coody, and others.

Both the Espolt and Coody cases had already been fully investigated by the OSDE, and the certifications of both administrators were suspended in December of 2024. Both cases have been stalled within the hearing process for over a year as attorneys contracted by the school administrators union (OASA/COSSA) sought unprecedented special treatment to restore, not revoke, each administrator’s certifications despite available evidence.

According to the State Board of Education’s agenda for this Thursday (Jan 26th), the OSDE has now reached “an agreed settlement” to reinstate rather than revoke Coody’s certifications as previously ordered.

It appears the AG, despite the evidence, has created a new and questionable strategy to do the bidding of the ed unions and their big corporate contractors, prop up school perpetrators and fail to protect children.

The Accusations: Patterns of Child Sexual Abuse & Endangering Students by Union Favorite School Administrators

Dr. Aaron Espolt

Within V1SUT’s Harmful Coaching series, this outlet reported extensively concerning a group of coaches/teachers from Little Axe Public Schools and a culture of sexual abuse involving dozens of female students that spread across Oklahoma. In place of accountability, the accused men were passed from district to district as scandals repeatedly surfaced. Aaron Espolt was among the accused coaches.

And now, those in power are working to prevent the suspension of Shawnee superintendent Dr. Aaron Espolt’s certifications. Espolt is connected to the state’s most powerful education unions, serving on both the CCOSA/OASA’s Executive Committee (state school administrators’ union) and the governing board of the national AASA (School Superintendents Association).

V1SUT’s Harmful Coaching series (Part 1, Part 2, Part 3, Part 4 and Part 5) brought forth multiple former students who’ve accused Espolt of sexual misconduct during his time at Little Axe PS and Boone-Apache PS, as well as details of Espolt’s mid-year exit from Cleveland PS. Espolt has been employed within seven Oklahoma school districts over 24 years and is accused of a repeating pattern of pursuing and engaging female, high school students within sexual relationships. Those coming forward are now part of the Oklahoma State Department of Education’s (OSDE) larger investigation.

To date, the OSDE investigation into Espolt has reportedly identified eleven (11) former students from at least four (4) districts who disclose being sexually abused or harassed by Espolt.

AG Drummond’s relative, now deceased attorney Bryan Drummond, served as Cleveland Public Schools counsel during a concealed scandal involving Espolt in late 2019. Espolt resigned from Cleveland Schools as then State Superintendent Joy Hofmeister (D then R) created a high level position for him at the OSDE. Just months later, Espolt transitioned to administration at Shawnee Public Schools.

Survivor from Harmful Coaching Series Contacted by AG’s 20i Contracted Attorney

In November of 2025, Ashley Rolen, whose student survivor story was chronicled within Part One of V1SUT’s Harmful Coaching series, was contacted by attorney Mike Fields of the firm Coffee, Lawson and Fields. Firm co-founder Glenn Coffee was a political advisor to Joy Hofmeister during the formation of the dark money group that led to her indictment along with two (2) education union heads and two (2) political consultants.

Rolen’s persistence in uncovering sexual abuse among her former classmates from Little Axe led to the OSDE investigations of multiple former teacher/coaches including Espolt. Fields left the following voicemail for Rolen that identified him as a hired agent of the AG’s office inquiring about a teacher certification revocation case.

Rolen confirmed through the OSDE that Fields wished to interview her concerning Espolt who is not the coach Rolen reports drugged and raped her as a minor student. In 2024, Michael Allen relinquished his teaching certifications during a subsequent OSDE investigation into Rolen’s claims. Rolen asked if she would be allowed to bring her own legal representation to Field’s requested interview but the OSDE has not responded.

Kimberly Coody

Glenpool Public Schools employee Kimberly Coody was a union favorite as she rose from teacher to principal to assistant superintendent. The Cooperative Council for Oklahoma School Administration (CCOSA) selected Coody as 2018 Principal of the Year, 2020 OASSP President and 2024 OASA Assistant Principal of the Year for District 5.

Just weeks after her most recent union award, a scandal unfolded at Glenpool Public Schools. On May 20, 2024, a graduation party was held at Coody’s home reportedly leaving one student dangerously intoxicated and another intercepted by local police for drinking and driving.

After Glenpool superintendent Curtis Layton received an anonymous letter from a concerned parent about the situation and failed to investigate, the OSDE was notified about the party and what was reported as ongoing, underage drinking by students on the property.

Coody denied knowledge of any underage drinking or the presence of a beer pong table in her backyard pool area that evening, and filed a defamation suit against the anonymous parent, who was identified during discovery as Dayna Mabray. Both witnesses and photographs support Mabray’s written assertions. Further, the court found Mabray’s anonymous letter involved a matter of public concern and Coody had failed to present evidence showing the claims within the letter were untrue.

The defamation suit was dismissed under the Oklahoma Citizens Participation Act (OCPA), Oklahoma’s anti-SLAPP law which prohibits unfounded lawsuits meant to silence free speech. Coody was ordered to pay Mabry “court costs, reasonable attorney fees, other expenses, and sanctions sufficient to deter Plaintiff(Coody) from bringing similar actions”. Coody has appealed her case to the Oklahoma State Supreme Court despite standing precedent as identified by the district court.

Since Coody’s emergency suspension by the OSDE in October of 2024, political pressure was reportedly placed upon key decision makers to prevent the revocation of her certificates. According to two (2) sources, Reverend John L. Stitt, father of Governor Kevin Stitt (R), contacted politically powerful persons including a then State Board of Education member in a campaign to save Coody’s credentials.

Coody’s certifications were suspended and, shortly after, Governor Stitt replaced the entire State Board of Education during his public war with then State Superintendent Ryan Walters (see previous V1SUT reporting).

Coody resigned from Glenpool PS in May of 2025, and is currently employed by the City of Bixby as Assistant City Manager under City Manager Joey Wiedel. The Glassdoor job listing for the position suggests Coody, a longtime educator and school administrator, does not hold the required credentials or experience listed in the job posting for that position.

With Stitt’s newly appointed, union-infused Board in place, expect Coody’s certifications to be reinstated on Thursday.

New State Supt Lindel Fields Ignores Open Records Request Concerning Transfer of Administrator Cases

On December 2, 2025, at 2:19 pm, this outlet submitted an open records request directly to Stitt’s newly appointed State Superintendent Lindel Fields. The request read, in part:

“2) In accordance with the Oklahoma Open Records Act, can you please provide a copy of the contract that moved a number of cases of teacher misconduct to the State Attorney General’s Office for investigation? In addition, would you please provide a list of the cases currently being handled by the AG’s office on behalf of the OSDE? Will those cases, investigations and conclusions be reviewed in their entirety by the State Board of Education, will those cases move through the statutorily required due process hearings, and will the certifications for those accused educators be voted on by the State Board of Education?”

Fields has never acknowledged the records request or responded to any of this outlet’s questions.

For a year and a half, V1SUT has investigated and reported on the disturbing story of child Lincoln Lochman (now legally Lincoln Harrison). No case better illustrates how broken, ideologically weaponized and lawlessly out of control Oklahoma’s child welfare system has become.

Lincoln was unlawfully taken from his parents by the Oklahoma Department of Human Services (OKDHS) Child Welfare Services division and placed with a male, same sex couple with a history of child perpetration. Lincoln was trafficked while agencies in two states, schools, churches, law enforcement, a perpetrator’s family and even a cruise line chose to cover up crimes rather than protect children.

The timeline below recaps previous reporting concerning Lincoln (now 5) who remains at risk of harm while his natural parents spend each day anguishing over his welfare, blocked by a government trafficking system that refuses to correct its egregious mistakes or control its dangerous internal culture.

• April 2010 - Solan Harrison (then 22) is arrested in Kansas on two counts of sodomizing a child, two counts of taking indecent liberties with a child and two counts of furnishing alcohol to a minor. Local authorities fail to prosecute and court records are scrubbed.

• July 2010 - Solan Harrison marries a young woman. The marriage lasts only a few months. In his hometown of Parsons, Kansas, Harrison reportedly begins a relationship with minor Ryan McManigal (also known as Ryan Hollenbeck).

• March 26, 2013 - Solan Harrison marries Ryan McManigal (then 19) who assumes the last name Harrison.

• 2015 - Solan and Ryan Harrison move to Texas.

• 2019 - 2020 - Solan and Ryan Harrison move to Oklahoma and begin fostering children in Cleveland County through OKDHS requesting only boys. According to the OKDHS permanency worker on the case, after fostering multiple school-aged boys, the Harrison’s request OKDHS provide them with a baby boy who has never been in any other home.

• December 15, 2020 - Lincoln Lochman is born at Norman Regional Hospital. Despite mother and baby testing negatively for all substances, OKDHS obtains an emergency removal order based on parental substance abuse from Associate District Judge Bethany Stanley. Newborn Lincoln is removed from Andrew and Gardenia Lochman, the child’s natural parents, and immediately placed with the Harrisons.

• December 2020 - January 2023 - Further OKDHS malfeasance results in the termination of the Lochmans’ parental rights and Lincoln’s adoption by the Harrisons. Within the case, OKDHS gross violations of both state law (Title 10A) and administrative code (Title 340:75) include:

  • Knowingly failed to inform the court both mother and baby tested negatively for all substances at the time of birth while citing substance abuse as the reason for removal. Even Lincoln’s umbilical cord, a much longer historical indicator of maternal drug use, was void of any substances.

  • Knowingly failed to inform the court that for months prior to Lincoln’s birth, Gardenia Lochman was under the care of the STAR Clinic (taxpayer funded care for pregnant women with history of drug use). The highly successful program was planning to support Lincoln’s care with his parents in the home after birth. OKDHS overrode that plan.

  • Approved a foster parent with a previous arrest for sodomizing a child. Failed to properly vet a same-sex married pedophile, honored the men’s order to place only boys in the home and, according to the child welfare worker assigned to the case, filled their request for an infant boy who had never been in any other home.

  • Allowed the foster home to openly reject and fail to support the legally mandated case goal of reunifying Lincoln with his parents.

  • Hid all information about Lincoln’s same-sex foster placement from his parents for six (6) months at the request of the placement. Later, rejected parents’ religious objection to the placement.

  • Concealed permanency worker’s assessment that Lincoln was not safe or properly cared for in the foster home. Refused to allow her recommended placement change. Blocked legally required investigations concerning Lincoln’s well-being in the home.

  • Failed to inform the court about a viable, kinship placement for Lincoln with his paternal uncle and aunt. Repeatedly lied to the court by informing “reasonable efforts” were made to place Lincoln with family.

  • Failed to adjudicate the case within 180 days or return Lincoln to his parents’ rightful, legal custody after that time period as required by law. Falsely informed parents a second emergency order had been obtained to retain state custody of Lincoln beyond the 180 days. No such order is contained within court records for the case.

  • Blocked permanency worker from presenting parents’ flawless visitation record and observable competence as caregivers to court by delaying adjudication and required hearing schedule.

  • Falsely informed the Lochmans they would never be able to keep any future children in Oklahoma if they did not relinquish their rights to Lincoln.

• 2022 - Solan Harrison is granted an emergency teaching certificate and is hired as a 6th grade teacher at Broadmoore Elementary School in Moore, Oklahoma.

• March 2024 - Following a spring break cruise, Harrison is placed on paid leave after the FBI informs Moore Public Schools the teacher is being investigated for crimes against children. Broadmoore ES parents were not notified of any past or present risks to their children’s safety.

• June 17, 2024 - Solan Harrison is indicted within federal court (Western District of Oklahoma) for molesting at least one male child aboard the Carnival Dream on or about March 20, 2024.

• June 26th, 2024 - Solan Harrison reportedly commits suicide using a firearm within the Moore home he continued to share with his legal spouse and child Lincoln.

• July or August 2024 - Ryan Harrison flees to Kansas with Lincoln. Child welfare agencies in both Oklahoma and Kansas ignore lawful referrals concerning abuse, neglect and failure to protect Lincoln and other children fostered by the Harrisons.

In contrast to the abusive, traumatic and unstable environment Lincoln was forced into by OKDHS, his natural parents are married, self-sufficient and raising Lincoln’s healthy, happy, well-adjusted little brother.

The Lochmans desperately want Lincoln to come home but the child welfare system has all of the power and no intention of correcting or even acknowledging its misconduct.

And now, V1SUT is revealing shocking new accounts of Solan Harrison’s abuse of Lincoln and other male children while on the Carnival Dream cruise ship in March of 2024, as well as previously hidden details about his 2010 arrest for sodomizing a child in Kansas and the potentially criminal beginning of his relationship with his spouse.

Failure to Protect at Sea

After more than a year of searching, this outlet has identified and interviewed multiple parents of children reportedly victimized by Solan Harrison aboard the Carnival Dream cruise ship.

In March of 2024, a group of families from multiple states took a spring break cruise out of Galveston, Texas. The group included more than a dozen kids, mostly boys, between the ages of 10 and 17. When in groups, the children were allowed to move about the ship without their parents.

Solan and Ryan Harrison were also aboard the Carnival Dream along with Lincoln (then 3). On the evening of March 20th, the voyage took a very dark turn.

The group of children were on deck near the hot tub when they began observing Solan Harrison who was extremely intoxicated while supervising Lincoln. Despite his condition, cruise staff reportedly continued to serve Harrison alcohol. One of the boys filmed Harrison at that time (video below).

Shortly after, according to the children’s reports, Solan Harrison and child Lincoln were in the hot tub with them. At first, Harrison was friendly and talkative as he told the kids he was a 6th-grade teacher and asked each where they lived and what schools they attended. The children report Harrison then became hostile, refused to let them leave and held them hostage in the hot tub.

All report Harrison then attempted to drown Lincoln by holding him underwater multiple times for prolonged periods. Lincoln was described as screaming, choking, sputtering and trying to get away from Harrison between submersions. An adult, blonde, female passenger unknown to the group intervened, struck Harrison and saved Lincoln’s life.

One of the boys distracted Harrison to allow the girls in the group to exit the hot tub. More than one boy reports Harrison attempted to molest them by grabbing at their legs and genitals. One very brave, 11-year-old boy was the last to leave the hot tub. While helping his friends escape, Harrison reportedly grabbed the boy by the shoulder and commanded, “Not you, little boy. You’re staying with me.”

Harrison aggressively touched the boy’s genitals both through his clothing and up the leg of his swim shorts before the boy could physically escape. According to his mother, for months after the harrowing experience, the boy remembered telling Harrison where he went to school and experienced night terrors about Harrison coming to get him.

Ship security was notified and once Solan Harrison was removed from the hot tub, an unknown male passenger also reportedly struck him. Ryan Harrison is reported to have taken Lincoln away from the scene after Solan Harrison ordered him to “Get your kid.” Witnesses report Ryan Harrison never said a word and there is no evidence that medical assistance was rendered to Lincoln after the attempted drowning.

Between 9:30 and 10:00 pm, the mother of the 11-year-old boy was catching up on work in her cabin when she received a call from security stating they were bringing her son to her because “he has something he needs to tell you”.

The mother assumed the children had gotten into trouble and gathered other parents in the group who met cruise security personnel in the hallway. Security insisted they step into the cabin to talk as more cruise personnel escorted Solan Harrison past the group down the same hallway to his cabin.

The mom reports her child was shaking and said, “A man touched me in the hot tub.” The parents report Carnival staff separately interviewed all of the kids involved and all reports corroborated one another. The parents report Carnival security assured Harrison would be arrested, the FBI would be contacted and a guard would be placed outside the Harrison’s cabin door for the night.

The following morning, as the ship docked in Cozumel for the day, all of the families in the group were held on the ship to again be interviewed, this time by the ship’s second in command, while the Harrisons were allowed to leave the ship with Lincoln. Other passengers reported Solan Harrison was not arrested and the three were seen walking about in Cozumel together. The Harrisons never got back on the ship and Lincoln was never separated from either of the men.

The families seeking justice for both Lincoln and their children continued to press cruise staff daily for proof that Harrison had been arrested. According to one mother, “Carnival tried to quiet us but we were loud.” The group reports being harshly warned to stop talking about the matter in public and informed ship security had bigger things to attend to.

Cruise personnel withheld Harrison’s name and security video of the actual incidents in and near the hot tub that night. Eventually, after multiple inquiries, the parents were told that once the Harrisons were in Mexico, there was nothing more Carnival could do about the matter. It is unknown how the Harrisons returned to Oklahoma and who paid for their travel home.

Under the advice of a relative with law enforcement experience, the moment the ship docked in Galveston, even before getting to their vehicles, the parents involved contacted the FBI and learned Carnival had not reported the crimes.

Two of the mothers involved report the FBI then assigned two agents to the case who interviewed their children within three (3) days and did an exemplary job of keeping the families updated on the case. The same agents informed Solan Harrison’s employer (Moore Public Schools) about the investigation and Harrison was placed on leave to protect students.

The FBI, as required by law when a child is known or suspected to have been abused, also informed OKDHS about their investigation involving the Harrisons and risk of harm to children in their care. By law, OKDHS should’ve investigated.

Three (3) months later, Solan Harrison was federally indicted for molesting the 11-year-old boy. Additional charges were expected related to another child. His mother reports being informed by the FBI when the indictment was filed and again after Solan Harrison’s reported suicide. Nine (9) days after the indictment, as FBI agents were moving in to arrest Harrison in Moore, Oklahoma, a local police report confirms Harrison died in the home he continued to share with his legal spouse and child Lincoln.

Despite being informed of Solan Harrison’s molestation of children and attempted drowning of Lincoln, as well as Ryan Harrison’s failures to protect, OKDHS never removed Lincoln from the home. Behind a shield of privacy laws meant to protect families, OKDHS will not inform as to whether the agency ever investigated concerning the potential abuse of any of the boys fostered in the Harrison home.

Church Camp Child Rape: Hometown Source Exposes Coverup of Harrison’s 2010 Arrest & Abuse of Spouse

As previously reported, an April 2010 posting in The Parsons Sun stated Harrison was arrested at the age of 22 for crimes against a child.

Inexplicably, Harrison was never prosecuted and the entire matter was scrubbed from court records. Local and state agencies have refused to release details concerning the arrest. Once this publication began inquiries, the newspaper similarly scrubbed all mentions of Harrison from its archives.

Details about the arrest were well hidden until a new source recently agreed to talk with this outlet under protection of anonymity. This outlet has confirmed the source has firsthand knowledge of activities in Harrison’s hometown of Parsons, Kansas, during the time of his arrest.

The source states Solan Harrison’s April 2010 arrest occurred while he was a counselor at a church camp and believes his family’s influence within the local and religious community caused officials to shield Harrison from prosecution.

Harrison’s mother Michelle Murray founded and operates an NGO called S.E.E. LocalGlobal which advocates for raising mission-minded children. During the early 2010s, Murray published a book called “Being a S.E.E. LocalGlobal Kid” as well as her own spiritual memoir. While speaking at the 2013 International Conference on Missions, Murray told her audience to refer to her as “the Dave Ramsey of Missions”.

Most of Harrison’s family left Parsons some time after his 2010 arrest, and none have publicly acknowledged past or more recent accusations concerning Solan Harrison. Solan and Ryan Harrison followed Solan’s family to Texas before relocating to Oklahoma. This outlet reached out to Murray with condolences and an invitation to talk about her late son but has not received any response.

Also in April of 2010, the massive child sexual abuse scandal at nearby Kanakuk Kamps broke with the sentencing of director Peter Newman for the molestation of more than a dozen male campers. Kanakuk is approximately 100 miles southeast of Parsons, Kansas, and a regular summer camp choice for area churches and families. In the wake of Newman’s arrest in 2009, multiple Kanakuk camp counselors were accused within a widespread culture of protecting child predators at the Christian mega-camp.

While either unwilling or unable to confirm at which church camp Harrison served as a counselor, the source believes the 2010 accusations against Harrison are valid.

Perpetrator’s Spouse Was His Minor Victim & Child Ward of State

This new source also states Harrison quickly married a young woman after his 2010 arrest as potential cover for his reported church camp crimes against a child. As previously reported, that marriage lasted only months, and Harrison’s former, female spouse has been unwilling to communicate with this outlet.

The source further reports Solan Harrison began a relationship with his current spouse Ryan, who was then a minor and ward of the state, during the same time period. According to classmates.com, Ryan Harrison (then Ryan Hollenbeck and sometimes Ryan McManigal) attended Parson's High School from 2007 until 2011.

It is reported Hollenbeck was Ryan’s legal last name during a previous adoption prior to being placed at a group home in Parsons. According to a local report from 2023, the Parsons Youth Crisis Center, a group home in Parsons, has housed over a thousand boys ages 6-17 over the past 20 years.

The facility’s executive director and owner Earnest Moreland stated, “Getting the right people in the community to surround yourself with the right people. We’ve got a major support cast here in this community, the businesses, the churches, the schools.”

Woke OKDHS Foster Worker Helps Ryan Harrison Leave State With Lincoln: Recent Photo Suggests Potential Abuse

Instead of investigating the Harrison home following Solan Harrison’s indictment for child sexual abuse and suicide, an OKDHS worker responsible for matching Cleveland County children with foster and adoptive caregivers appears to have financially assisted Ryan Harrison in leaving the state with Lincoln.

OKDHS Resource Family Specialist Ashley Brand, who may have been directly involved in vetting the Harrisons as fosters and placing Lincoln and other boys within the home, donated to two fundraisers posted by Ryan Harrison following Solan Harrison’s suicide. In his GoFundMe narrative, Ryan Harrison expressed financial and mental health struggles and his need to leave the state following his spouse’s death. Brand gave $50.

Within days, Brand also donated to Harrison’s birthday fundraiser for suicide prevention. Instead of accountability and protecting the children OKDHS placed directly in harm’s way, Brand joined Harrison in progressively propagandizing recent events to reframe the perpetrator as the victim.

Brand’s public Facebook profile pictures include the LGBT rainbow circle and Black Lives Matter logo. Within her online resume, Brand lists “She/Her” as her preferred pronouns. Brand did not respond to this publication’s emailed questions.

With fundraiser money in hand, Ryan Harrison fled to Wichita, Kansas. Since that time, OKDHS has screened out additional reports of concern for Lincoln based on his relocation to Kansas. Public social media posts show Ryan Harrison and Lincoln attending a Wichita State sporting event with Solan Harrison’s parents and grandparents within a month of his death and again later in the year.

The most recent photo of Lincoln publicly posted by Ryan Harrison shows the child to have what appears to be bruising around his neck more than a year after Solan Harrison’s death.

On Friday night, as the University of Oklahoma’s Palace on the Prairie filled to capacity with dedicated football fans ready to cheer like champions during Norman’s first ever, home playoff game, the required “CODE OF CONDUCT” for attendees displayed on the stadium’s massive screens.

This journalist personally took photos of those displayed rules from the lower press box side of the stadium shortly after 6 pm. Despite social media claims, the images have not been altered in any way.

The second slide, though grammatically flawed, was both reasonable and predictable. The field is off limits.

The first slide, however, was a clear signal that despite being funded by taxpayer dollars, the University of Oklahoma (OU) is controlled and operated by progressives who simply must inject their distorted world view upon the masses, no matter the setting or circumstances. This was a bigtime football game in America’s most conservative state, not an elective workshop on intersectionality and gender fluidity.

The message read “CODE OF CONDUCT: ABUSIVE, RACIST, HOMOPHOBIC, TRANSPHOBIC AND ANY OTHER THREATENING LANGUAGE OR ACTIONS WILL NOT BE TOLERATED.”

To be clear, there have been NO public reports of gay or self-described ‘trans’ people being abused at Sooner football games. There have been NO strained racial tensions that have erupted into violence. There is no evidence of any such local or national problem that would necessitate strong, preemptive warnings flashed prominently in 10-foot font over college stadiums.

To the contrary, given the recent assassination of Charlie Kirk and the documentable increase in antisemitic gatherings on American college campuses, one might legitimately rationalize a visual rule protecting the safety of Christian and Jewish attendees and students. Instead, OU chose to frame those of alternative sexualities and gender identifications as somehow particularly victimized at football games.

The message more than hints at which groups are in ideological control of policy at OU and smacks of continued DEI practices now forbidden by both state and federal mandates.

In response to V1SUT’s posting of the pregame warning moments after it appeared on the stadium’s jumbotrons, Oklahoma’s Freedom Caucus leader, State Senator Shane Jett (R-Shawnee), responded on X with a reminder that OU “belongs to Oklahoma taxpayers” and a suggestion that OU President Joseph Harroz Jr. be replaced after again “emphasizing his prurient affirming leftist ideology to the world”.

The night ended as badly as it started. Despite their home field advantage and higher ranking, OU dropped a 17-0 lead and got rolled by the Crimson Tide. The Sooners gave up 27 unanswered points in the 2nd and 3rd quarters, and exited the playoffs. Perhaps their warmup was off.

OU’s Repeated, Self-Inflicted, Woke Wounds: Academic Staff Continue to Double-Down on Insanity Despite Suspensions

Earlier this month, the story of OU student Samantha Fulnecky went national after trans teaching assistant William "Mel" Curth gave Fulnecky a failing grade (0 of 25 points) on a psychology assignment seeking student reactions to an article about societal gender expectations.

Fulnecky espoused her Bible-based belief that gender is not fluid but unchangeably assigned by God. She described the gender bending push as “demonic and severely harmful” to young people, an opinion shared by the majority of Oklahomans.

Grading comments by Curth suggested Fulnecky’s opinion was “offensive” and lacked compassion. Megan Waldron, the other instructor for the course, agreed with the zero grade. Translation? Think like us or fail. Curth was placed on administrative leave pending an investigation by the university. As of yesterday, Curth has been fired.

A third graduate assistant, Kelli Alvarez, was then reported to have offered excused absences to students who attended a protest in support of Curth’s reinstatement. Similar accommodations were not offered to counter-protesters supporting Fulnecky and rallying for religious freedom on campus. Translation? Be anti-Christian and get special treatment. Alvarez was also placed on leave.

Fulnecky, in Riley Gaines fashion, has unexpectantly become a household name after standing up for her deeply held beliefs against a wokified institution. Fulnecky has appeared on dozens of national outlets and stages over the past few weeks illustrating just how tired Americans have become of higher ed radicalism.

It’s clear OU’s highest administrators have little control over classroom or campus content and the untreated mental illness that has permeated the institution’s faculty. Despite a 2023 lawmaker push to remove President Harroz after learning the university paid $18,000 to highly vulgar, ‘shock queen’ performer Yvie Oddly to headline its annual Crimson & Queens drag event, both Harroz and the event continue at the taxpayer funded institution. Harroz earns around $600,000 per year.

And if OU will boldly project messages espousing fantasized, rampant transphobia and homophobia into the night sky over more than 80,000 fans, it’s clear Fulnecky’s experience in class is far from a one-off. Stop handing them your sons, your daughters and your money.

In November of 2022, Oklahoma voters overwhelmingly chose Ryan Walters (R) as the State Superintendent of Public Instruction. Walters campaigned with promises to end wokeness in public education and halt the epidemic of child sexual abuse within the system.

Parents suddenly had a voice at the State Board of Education table as cases of accused educators were presented for the suspension or revocation of teaching certificates. On several occasions, the abused were allowed to publicly address the Board. The decades-long practice of passing predators from one district to another to avoid scandal and accountability was halted. Harmful educators were finally being removed from the classroom.

In the end, ‘conservative’ turned globalist Governor Kevin Stitt (R) replaced every member of the State Board of Education not aligned with the education unions’ collective desire to again conceal what they call inappropriate student-staff relationships and state law calls felony child sexual abuse.

The deep state protects itself perfectly, and Stitt abused his appointment power to hand all state-level control of public ed to the education unions and globalist, workforce development interests. Walters resigned and parents’ interests were banished from the education boardroom. The State Board of Education now contains zero voter or parent representation.

Walters Last 5 Minutes on Board Reveal New Member Intent to Reinstate Accused Teachers

On September 25th , during his last five (5) minutes presiding over the Board, Walters openly clashed with Stitt’s new appointees as they pushed to reinstate those being investigated.

At timestamp 1:14:00, during ‘New Business’ as the final item on the agenda, members Michael Tinney, Chris VanDenhende and Becky Carson made it clear the new board would be prioritizing teacher “livelihoods” over protecting children from internal predators and other educator misconduct.

Walters made it equally clear, despite his resignation, he would not participate in putting kids at risk.

VanDenhende - “When I saw the agenda yesterday, I expected to see several items related to teacher certification, disciplinary actions. Not on the list, so now we are two months with no action on those and I find that troubling you know, and I’ve made the comment before we have people’s livelihoods in the balance.”

VanDenhende then requested a special meeting to consider reinstating educators under investigation.

Walters - “I’m not prepared to move forward putting people who’ve endangered kids in the classroom back in there. We’ve got people under investigation. At this time we have nobody to bring forward under those matters. So we’ve pulled teachers out of the classroom that’ve been inappropriate with kids. I’m unapologetic about that. Through our investigations, there’s nobody that I feel should be returned back to this board.”

At that point, board members Michael Tinney, spouse of the head of one of the state’s two teachers unions, and Becky Carson, longtime member of that union and friend of Tinney’s spouse, jumped in with concern for teachers under investigation, many of whom are being paid while suspended.

Tinney - “Well, there were several people that were up for being dismissed, or for just being reprimanded. I’ve received emails from those people saying ‘Hey, what’s going on, you know, we’ve been waiting two (2) months to get our lives back together’.”

Carson - “Or longer.”

Tinney - “Or longer. I feel like it’s kind of our duty to take care of those people, not just keep pushing it down the road.”

Walters - “I’ll just be clear. I am unapologetic at protecting kids. I continue to hear this discussion around the adults and people who’ve had misbehavior in the classroom. One of my top goals has been to protect the children of Oklahoma. I’m unapologetic about that, so absolutely under no circumstances would I put an individual back in the classroom because I’ve got some emails from some people who say they want them back in the classroom. We will continue to uphold that high standard of conduct and won’t allow them back in the classroom.”

Tinney then claimed some of the individuals had been “cleared” which is a distortion of the legislated process that allows accused educators a hearing before an Administrative Law Judge (ALJ). Such hearings result in only recommendations returning to the State Board of Education for consideration.

Tinney - “According to this, what we saw, there are people whose complaints had been dismissed. They had been investigated. They were cleared. They’re still pending.”

Walters - “There’s nobody that’s been cleared by me to be presented to this board.”

VanDenhende - “Well, it’s a board decision, not a superintendent decision.”

Walters - “Well, so as long as I’m here, and if you guys want to run for state superintendent, go for it. But as long as I’m here, it will be my decision of what’s presented to the board and that‘s the way that we’re going to do it. And again, you guys can sue me. Don’t really care. You guys can run for state superintendent. Go out and get hundreds of thousands of votes across the state, represent parents and students and teachers. Good luck. Go for it. But as long as I’m in this office, I will be unapologetic about protecting the kids of Oklahoma, fighting back on these teachers unions who blow up y’alls emails to try to dictate policy. Not going to happen. Not going to do it. So I control the agenda, it’s not going on the agenda as long as I’m here. That’s how we’ll proceed forward.”

Despite telling the Senate Education Committee he planned to rely on his wife’s union, Professional Oklahoma Educators (POE), for advice on policy and education law related to his decisions as a board member, Tinney then claimed such unions have no hold over him.

Tinney - “For the record, I’ve received nothing from teachers unions… It’s just concerned citizens. And the other thing is, it’s not just, we are the board, we will get sued too if these people’s due process have been violated. It’s not just you, it’s us. And we are concerned about that, and we are concerned about appropriately having due process for everyone because they’re entitled to that in this country.”

Walters - “Not hearing you say anything about the kids. What I’m telling you right now is that I protect the kids of Oklahoma. That is my number one goal. So I could care less. And yes, the teachers union campaigns are emailing you all, I see all those.

Board Conflict Protects Award Winning POE Member: Reportedly Texted Students Inappropriate Images

This outlet warned as Stitt appointed Michael Tinney to the State Board of Education. Tinney is married to Ginger Tinney, founder and executive director of the Professional Oklahoma Educators (POE) teachers union.

Ginger Tinney has stated the NGO is an association, not a union, though POE collection of member dues and provision of teacher liability insurance, member legal services and collective lobbying on issues such as teacher pay suggest a viable argument to the contrary.

For nearly a year, Michael Tinney has been voting concerning the certifications of POE members and others accused of misconduct. The POE provides legal defense to accused members within the same process as part of their member services.

Tinney’s son Daniel is a lobbyist for POE. His daughter Rachel Ackerman is a former lobbyist for POE and paid consultant on Stitt’s #DisagreeBetter campaign. The political circle is tight, as are Stitt and this education establishment family.

Michael Tinney has been actively and directly involved in POE efforts for many years.

During Tinney’s May 2025 confirmation hearing (May 2025), the obvious conflicts of interest surrounding his appointment were dismissed by Senate Pro Temp Lonnie Paxton (R) and Sen Adam Pugh (R), chair of the Senate Education Committee. Those rightfully raising objections to the appointment, such as Sen Dusty Deevers (R), were publicly chastised.

And now, with Walters gone, a new, non-transparent protocol has been adopted to keep the accused in schools. Key cases show POE members are, as predicted, getting special treatment.

Nadeena LaVarnway (45), former Kiefer Public Schools teacher and coach, was the recipient of the POE’s 2023 Teacher Character Award as part of the union’s annual recognition of Excellence in Education. Michael Tinney, along with his wife, was a top sponsor of the banquet that honored LaVarnway and others.

Michael Tinney is a regular presenter of the annual awards to POE members.

Within a POE video promoting LaVarnway, the high school science teacher and basketball/softball coach stated the following:

“I know that these kids see me more than they see their own parents most of the day. Sometimes, it’s not about learning science in my room but it’s about how to be a better person. The best character is what you do when nobody’s looking. Make sure you’re being the right kind of good. So, i feel like the most important thing I do as a public school teacher is just to set a good example for kids.” - NaDeena LaVarnway (2023)

According to an inside source, during the 2024-2025 school year, LaVarnway was accused of sending an inappropriate image or images to a group chat between herself and more than one student.

In May, at the conclusion of the school year, LaVarnway resigned from Kiefer PS. In July, she took a teaching/coaching position at Roff Public Schools.

Celebrated Teacher Suspended Based on Evidence, Reinstated After Undisclosed Settlement Negotiated by POE Union Lawyer

LaVarnway’s certifications were suspended by the State Board of Education within a special meeting on October 9, 2025:

After reviewing evidence within executive session, Michael Tinney himself made the motion to immediately suspend four (4) educators, including LaVarnway, and move their cases to an administrative law judge (ALJ) for the recommended revocation of their certifications pending a due-process hearing.

Tinney singled out two (2) other educators as not worthy of immediate suspension but not LaVarnway. Tinney joined all other board members present, including newly appointed, interim State Superintendent Lindel Fields, in the unanimous vote to pull LaVarnway’s certifications.

As of November 25th, the educator certification database at the OSDE reflected the suspension:

And then the POE stepped in. An inside source says LaVarnway engaged the legal representation of Elijah Plant, General Counsel of the POE, to request probation rather than the revocation of her certifications.

Just one month later, at the Board’s next meeting on November 20th, agenda item 16 (1) resulted in a motion to dismiss the application to revoke LaVarnway’s certificates “upon reaching a negotiated settlement”.

Oddly, the camera in the State Board of Education boardroom failed to resume livestreaming after members returned from discussing LaVarnway’s proposed settlement behind closed doors and did not capture member voting on the matter. However, LaVarnway’s certificates have since been reinstated within the OSDE system.

Board Member Tinney Failed to Recuse as Required by OK Administrative Code

According to Oklahoma Administrative Code (OAC) § 210:1-5-6 concerning the review of educator certificates, board members must withdraw from all proceedings on a case if a conflict of interest exists. Despite OAC holding the force of law, it appears Tinney, on two (2) occasions related to LaVarnway’s certifications, failed to withdraw as required:

“(6) Disqualification of a Board member or hearing officer: A Board member or hearing officer shall withdraw from any individual proceeding in which he or she cannot accord a fair and impartial hearing or consideration.”

Parents don’t get to see the evidence related to LaVarnway’s alleged misconduct or the terms POE counsel negotiated with OSDE lawyers. They don’t get to know what pressure Tinney’s family may have placed on him to reverse his previous motion and vote removing LaVarnway’s certifications based upon evidence.

This outlet reached out to new State Superintendent Lindel Fields and asked for details concerning the negotiated settlement that dismissed the case against LaVarnway and also inquired as to whether all board members had been fully informed concerning the accusations and evidence, if any, related to the case before approving the terms. Fields has not responded.

Keifer Police Investigated LaVarnway: Refuse to Release Records

It is reported the accusations against LaVarnway were investigated by local law enforcement. In November, this outlet reached out to Kiefer Police Chief Johnny O’Mara by phone and email and submitted an open records request concerning police involvement with the incident. Thus far, O’Mara is ignoring a lawful request under the Oklahoma Open Records Act.

Local law enforcement departments often paid by school districts for School Resource Officer (SRO) services have been not infrequently accused of covering up teacher misconduct by failing to pursue investigations and/or charges against school staff based upon evidence.

Despite Kiefer being a town of less than 3,000 residents, in December of 2019, Chief O’Mara put himself in the national spotlight, including an appearance on Fox News and coverage by The Daily Mail, over the word “PIG” appearing on Starbucks coffee cups intended for his staff. O’Mara’s estranged daughter responded publicly with sharp criticism concerning her father’s character.

A local source reports LaVarnway confirmed sending inappropriate photos to students but told Kiefer Police she had intended to send the images to a different set of recipients, not the student group.

On December 2, 2025, this outlet reached out to LaVarnway through her active Facebook account to allow her to comment or correct concerning the reported accusations but she has not responded. V1SUT again attempted to contact LaVarnway by email prior to publishing to confirm her intention to withhold comment. Again, LaVarnway has not replied.

It is unclear why the educator would have an active chat group with students on any device given the passage and implementation of House Bill 3958 in 2024. The new law made any individual, digital communication between an Oklahoma student and school staff illegal unless a parent or guardian is included. Some educators and coaches seem to be ignoring the spirit of the law by communicating with groups of students without including parents and/or guardians.

From HB 3958: School personnel engaging in electronic or digital communication with an individual student shall include the student’s parent or guardian in any electronic or digital communication, unless such communication is on a school-approved platform and related to school and academic communications.

With virtually no transparency concerning any criminal investigation or the new State Board of Education’s processes, backroom negotiations and unexplainable results that favored a celebrated member of an organization directly tied to a sitting board member, the public education deep state appears to have quickly returned to prioritizing educator livelihoods over child safety. LaVarnway is far from the only educator with a teacher misconduct case in question. Stay tuned.

Conservative Oklahoma is overrun with elected officials who only don the Scarlet R (Republican) to gain power and position. Those with immense power within the state’s legislature, those who control the narrative, the committees, the campaign funding and the likelihood of any bill making it to the floor, are overwhelmingly fakes.

Typically, those fakes maintain the facade in public while simultaneously protecting state agencies and betraying constituents behind closed doors. They’re all MAGA in campaign ads knowing few voters track their actions at the capitol.

In October, one case of serious overreach and targeting by the Oklahoma Department of Human Services (OKDHS) Child Welfare Services division brought two Republican state senators into the spotlight, outing one as an imposter and revealing the other to be a rare people’s servant.

The juxtaposition is well worth exploring as it provides a spot-on, political allegory for the power piracy currently dominating Oklahoma politics and working squarely against the will of the people.

The Case: Moms for Liberty Leader Dayna Mooney’s Son Targeted by OKDHS

This outlet has extensively covered the medical kidnapping of the autistic, teen son of Dayna Mooney, a well-known, parents’ rights leader and Moms for Liberty chapter chair.

In late 2023, Mooney’s son Presten was diagnosed with Chronic Myeloid Leukemia (CML), a slow-growing form of leukemia more prevalent among those with autism. After Presten received unsuccessful treatment at OU Children’s and suffered serious side effects from the chemotherapy, in 2024, the family chose to seek alternative care away from the OU Health system.

On October 3rd, after over a year of restoring Presten’s health and securing a qualified, holistic provider, the family’s right to choose medical care for Presten was overridden by OKDHS based on an anonymous report of medical neglect. Presten was taken back to OU Children’s and forced to undergo unwanted blood transfusions, chemotherapy and a bone marrow biopsy that caused a serious infection and massive hematoma on his hip.

The teen who was mowing the lawn on September 29th, when OKDHS arrived at the home, quickly became critically ill and immobile in state custody.

In court, the agency consistently omitted critical information when twice requesting emergency custody of Presten. Despite a judge returning custody to his mother on October 6th, the agency, in partnership with OU Health, relentlessly pursued a second round of allegations. Presten is now in permanent state custody and has been placed in foster care pending an adjudication hearing at the Gary E. Miller Children’s Justice Center (Canadian County, El Reno, OK) on December 16th.

State Sen Jett Defends Family Rights: Mooney’s Own Sen Rosino Defends OKDHS Despite Lead Oversight Role

From the beginning of the Mooney case, a handful of state legislators and one gubernatorial candidate stepped up to defend the family’s rights, none more fervently than Sen Shane Jett (R-Dist 17). Dayna Mooney and her son are constituents of Sen Paul Rosino (R-Dist 45) but it was Jett, not Rosino, who stood by the family in their battle against government overreach.

Rosino is chair of the Senate’s Health and Human Services Committee, arguably making him the most powerful, elected official in an oversight role over not just OKDHS but the State Department of Health, the Oklahoma Health Care Authority, the Department of Mental Health and Substance Abuse Services, the Oklahoma Commission on Children and Youth, the Office of Juvenile Affairs, the Physician Manpower Training Commission, the University Hospitals Authority, the Oklahoma State University Medical Authority, state licensing boards for health care practitioners and several other agencies.

A number of entities under HHS Chair Rosino’s umbrella financially benefit when a sick child comes into state custody while others hold power over needed credentials for providers. HHS agencies represent over $4 billion of the state’s $12.2 billion budget (FY25). Those agencies directly contract out a large portion of those funds. The opportunity for grift by the powerful is enormous, and Rosino has a reputation for vehemently defending those institutions, not the Oklahomans they may harm.

In a detailed report by this outlet (June 2025), Rosino’s swollen campaign account was shown to be consistently filled by PACs and lobbyists directly linked to his agency oversight responsibilities. Medical and mental health providers and entities generously fund Rosino’s campaigns even when he has no opponent to campaign against.

The reporting also revealed how Rosino, once entering political life in 2017, divorced his wife of decades and wound up on the Facebook page “Are We Dating The Same Guy?” (per the Lost Ogle) before marrying his current wife, then an employee of the legislature.

Rosino’s now spouse is the treasurer of his special-interest funded campaign account and was hired by the Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSA) just after Rosino became chair of the committee overseeing the same agency.

In May, Rosino and Jett were on opposite sides of a very dramatic fight involving $30 million missing from that agency.

The public battle between the two Republican senators has resumed. As Presten was initially taken into OKDHS custody, Jett stepped up to fight for the Mooney family’s rights as Rosino layered up with legacy media outlets and false narratives defending the agency.

Media Mirror: Rosino Calls for Censorship While Jett Coins a Keeper - TransRepublican Label is Here is Stay

As the details of OKDHS overreach on the Mooney case became national news, instead of reaching out to his constituent Mooney, Rosino ran to the local MSM to declare OKDHS and himself to be the victims.

On KWTV’s (News9) Sunday morning farce of a politically balanced conversation called Your Vote Counts, Rosino declared all other reporting on the story to be false, misleading, dangerous and unfair to himself.

The unison message was Oklahomans should be stopped from questioning state government, elected or otherwise. Former House Rep Jason Dunnington (D) blamed the “all-time low in people that trust elected officials” not on the widespread failure of office holders to represent their constituents with fidelity but on the reporting of “allegations of ethics issues”.

“This breakdown of trust from actions of elected officials has got to stop,” ordered Dunnington.

Host Scott Mitchell suggested reporting on the Mooney case was “irresponsible”, “false” and “pejorative”. Journalists digging into the Mooney case spreading “misinformation” were ordered to “do better”.

By remaining vague and scolding, this cover-up team failed to specify what exactly was inaccurate or describe what was actually happening to the Mooney family.

No four (4) minutes of video could better illustrate how dangerously intertwined the local legacy media is with deep state actors within Oklahoma’s government.

On the program, Rosino invoked fear of political violence and child harm while calling to de-platforming the many voices demanding OKDHS reform.

“What’s more concerning for me is that some of the rhetoric is going to put children in harm because there are some things being said about state agencies taking and kidnapping kids, medical kidnapping, all those things,” Rosino said. “It’s so untrue and it’s unfair. It’s unfair to the kids in the future who may need this assistance, and it’s unfair to the people like me who are serving and trying to do an honest job and come to work every day and do what’s best for Oklahomans…The fact that they continue to get a platform to talk about it is even more infuriating.”

Then Rosino claimed politicians might be “set on fire” because the media failed to “fact check” reporting on the medical kidnapping of Presten.

“The media has some culpability there, and they need to be able to fact check…And I don’t think that that’s happened,” warned an observably nervous Rosino. “In many cases, it could be dangerous. Some of the stuff is vile, and it could incite violence which is very scary to me. We have seen that. We have seen people murdered. We have seen people attempted to be murdered. We have seen politicians lit on fire. These kinds of talking points are what incites people.”

Rosino is crying wolf as cover. The politician recently “lit on fire” was Lee Vogler, a city councilman from Virginia who was reported to have had an affair with the wife of his attacker. The crime was personal and not the result of political reporting of any kind.

Based on the throng of social media comments attached to Rosino’s appearance, Oklahomans weren’t buying a word of what Rosino was selling.

To clarify, Rosino will not talk to or provide comment to this outlet or others telling truths. We’ve tried.

This outlet can also confirm Rosino has never once spoken to his constituent Mooney, her son or their legal representation about this case, yet somehow, Rosino publicly declared OKDHS faultless and the independent media inaccurate and dangerous.

In contrast, Sen Shane Jett appeared on multiple, national outlets and podcasts to decry OKDHS and hospital overreach. On The Tom Renz Show, Jett outlined the financial incentives for medical kidnapping.

Locally, Jett appeared on KOCO’s Oklahoma Chronicle, explained the case timeline in detail and discussed each parent’s right to make medical decisions for their children.

Jett outlined Presten’s diagnosis, previously unsuccessful treatment at OU Children’s and emphasized his family’s right to seek second opinions and alternative providers during 2024. Then Jett got specific about an ongoing pattern of OKDHS overreach in the Mooney’s and other cases statewide.

“Dayna Mooney was basically being subjected to medical kidnapping. What had happened was the anonymous phone tip line for DHS was used to raise accusations against the family, many of which were false,” explained Jett. “So it had weaponized that system to notify the media, I’m sorry, notify DHS there was medical neglect, which was not true.”

Jett further described how an OU Health provider contributed to OKDHS’s efforts to medically kidnap Presten and why timing is telling in this case.

“The doctor who had been contacted by DHS who signed off on concerns about the well being of the child hadn’t seen the child in over a year,” outlined Jett. “And so they (DHS) went to a judge and got an order for emergency custody of a minor. Showed up on a Friday afternoon, and that’s important because what we discovered is that is a typical M.O. for DHS to do on a Friday afternoon because it’s hard to get an injunction to stop it. That gives them a full 48 hours to do whatever they want to that boy.”

Host Evan Onstot then asked, “What does the 17-year-old want in this?”

Jett responded, “The 17-year-old wants to go home. And understand Evan, whenever the DHS worker showed up for signs of life five (5) days earlier, the boy was in the backyard with his stepdad mowing the lawn. He was living his best life pursuing the health options of the mother.”

The discussion turned to parental rights, privacy and where the line between DHS’s power and a family’s choices should lie. Jett explored the probability of political persecution in this case given Dayna Mooney publicly advocates for parental rights through Moms for Liberty.

“The bar has to be beyond we disagree with a medical protocol that your family has chosen as though it’s medical neglect,” clarified Jett. “And what happens when you buck DHS, they start looking for other charges to bring against you so now they’re looking at physical neglect. The problem is that they chose the wrong family to run over this time because the Mooney family is very well known and very well respected in the legislature.”

Jett called out Jeffrey Cartmell, Gov Stitt’s newest appointee to lead DHS, and the agency’s ongoing culture of self-protection that conceals the institutional wrong-doing that damages so many families.

“This is a 50-year problem that he (Cartmell) has been assigned to clean up, and he is a professional. I’ve know him for a long time,” states Jett. “But to drill down into that labyrinth in where they always double down and protect themselves. And here’s the problem, they bring, ‘they’ DHS brings request bills to increase privacy, ostensibly to protect the privacy of the child, but what we discover is they are actually being used to protect themselves for wrongdoing. And there is also state statute that suppresses any of the court activity so you can’t discuss it. That also creates a shroud of secrecy.”

The conversation moved to the Freedom Caucus for which Jett serves as chairman and described as “the most closely aligned to Oklahoma’s core conservative voters”.

With a Trumpian sense of humor and similar skill for satirical nicknaming that cuts through the nonsense, Jett coined the term “TransRepublican” to separate Freedom Caucus members from the power consolidating faction of the GOP.

The new moniker for RINOs is a keeper that spread quickly (note comments to Rosino’s media fiasco and Jett’s related post).

Jett, a former Navy intelligence officer, provided this outlet with a satirical response to the on-air comments of Rosino, Dunnington and Mitchell concerning the Mooney case:

“In a rare show of lock step bipartisan cooperation former ranking Democrat lawmaker and ranking member Republican Senator leadership demonstrated solidarity and total agreement on KOCO during a completely objective, totally well balanced, non-biased interview.

Ranking Senate Leader, and noted TransRepublican, transplant from Rhode Island, Sen. Paul Rosino, Chairman of powerful Health and Human Services Committee, has finally decided to speak out about the terrible atrocities happening to his constituents in the Mooney’s Medical Kidnapping and Forced Treatment case at the hands of the agency over which he has oversight DHS.

Rosino’s words were clearly meant to offer comfort, encouragement, and support to those whom he is committed to protecting and representing during their difficult time of personal struggle and abuse.”

More Than War of Words: Jett Takes Action - Recorded, Middle-of-Night Visit to OU Children’s

Despite the return of Presten to his mother’s custody on October 6th, OKDHS and OU Children’s continued to hold the family hostage at the hospital with threats of both criminal charges and a new child welfare investigation should Mooney attempt to discharge Presten.

Over the next eleven (11) days, Presten’s health declined as Mooney and her attorney Daniel McClure unsuccessfully negotiated with OKDHS and Canadian County ADA Eric Epplin on a plan of care for Presten that would end the agency’s involvement and threats of further intervention.

With legal custody of her son restored by the court, a new, documented plan of care in place and no hope of reasonableness from OKDHS, late on Friday, October 17th, Dayna Mooney informed OU Children’s she was discharging Presten. Mooney provided a signed letter from Presten’s new provider with details about follow up care and restrictions, and a standoff ensued. OU Children’s informed the discharge would be against medical advice (AMA). Therefore, OU Police and OKDHS would be called.

Senator Jett arrived in the middle of the night. At the time, Jett was not aware the conversation was being recorded but has since given permission for this outlet to publish the exchange including himself, Dayna Mooney, fellow Moms for Liberty chair Roberta Lewis and two (2) OU Health resident physicians.

In the recording, Jett enters Presten’s hospital room, Roberta Lewis provides a recap of the night’s events and Jett takes over like a velvet hammer. The full nine (9) minutes are refreshing. Here are the highlights:

Jett: “Nice to meet you (Jett to doctors). So, I understand that they’re transferring from the care here to another MD who’s taking over custody which is her right as a patient. She’s not under DHS care. Okay. So, I believe that’s a different type of paperwork that you have prepared. We have the letter from the doctor. We’re on the phone with the attorney. So, what needs to happen, and I appreciate your concerns and you’re following hospital protocols, but this is a broader issue which is why I’m here.”

Dr. Heard (OU resident physician): “Okay.”

Jett: “So, do what you need to do but she has rights as a human being and she’s not under DHS custody. And you’re a state run hospital, okay, so I understand that you’re going to make decisions that you’re going to live with. Right? But what we need to do, she needs to exercise her right tonight to do what is her right to do, to be able to go. So, if you can bring her the paperwork that she needs, not the AMA (Against Medical Advice), but the transfer of care because we have a letter from the doctor who is going to do that. She’s not under DHS custody and she’s here now on her own volition. Unless you’re kidnapping her. Are you kidnapping her, doctor?”

Heard: “Uh, no.”

Jett: “Are you holding her against her will?”

Heard: “No. And again, as I told her, this is, I’m a resident physician. It’s a little, um, even if I wanted to discharge her, it would be something the attending would have to manage.”

Jett: “Where’s the attending?”

Heard: “Home.”

Jett: “So, are we going to call the attending? Who’s the attending?”

Heard: “Tonight is Dr. Teron…I don’t know how to spell it.”

Jett: “How long have you been working here?”

Heard: “Three years.”

Jett: “Three years. So this is a broader issue that we’re working with. So you’ll make your phone calls. I’ll make my phone calls. Okay? But we need her to have the paperwork or we need for you to justify why you are sequestering and kidnapping this family against their will. Okay?”

Heard: “I’ll call in my attending. We’ll have a chat.”

Jett: “Let’s have a chat. And if they’d like to call the MD that we have, which is our right to do, and our attorney has agreed with the ADA, who’s cell phone I have, we can do that. But what needs to happen tonight, is they need to go home. So if you can get that paperwork, or whoever you need to call to do that, let’s get started on that.”

Heard: “Okay, we’ll make some phone calls, and we’ll go from there.”

Jett: “Very good. Hope you’ve enjoyed your time here in Oklahoma.”

In the end, the facility, as legally required, removed Presten’s IVs and provided a medication plan, prescriptions and discharge paperwork. At approximately 3 AM, Presten left OU Children’s and returned home only to be harassed by OKDHS on the family’s doorstep just hours later.

The system is incapable of learning and appears determined to harm and therefore silence Dayna Mooney and others who advocate for medical freedom and parental rights. Jett and Rosino represent a government-wide choice for voters in June 2026.

In the general election in November, a registered Republican will win nearly every seat. Will those seats again, overwhelmingly go to TransRepublicans who hoard power and protect rogue agencies? A child welfare case in Oklahoma has garnered national attention as yet another Moms for Liberty leader’s child has been medically kidnapped by an increasingly rogue partnership between child welfare and the medical establishment.

Of the four (4) Oklahoma leaders of the conservative, parents’ rights group, both Dayna Mooney and Roberta Lewis have each had a son recently taken by the Child Welfare Services (CWS) division of the Oklahoma Department of Human Services (OKDHS) and forced into unwanted treatment.

For context, approximately 1% of Oklahoma’s children are involved with a child welfare case each year. Far fewer are taken into state custody. At a recent 50% rate of both OKDHS involvement and loss of custody, Moms for Liberty families are measurably being targeted.

Mooney is a predictable target for government embedded progressives. On October 19th, at the Moms for Liberty National Summit, Mooney received the Mercy Otis Warren Award for her skills in shaping the narrative surrounding parental rights. Mooney could not accept the award in person. She was by her son Presten’s bedside at OU Children's Hospital under 24-hour supervision by OKDHS.

In addition, Mooney, Lewis and former Oklahoma State Rep Sherrie Conley (R) are co-founders of Broken Trust, an organization committed to stopping child sexual abuse within Oklahoma’s public schools as well as OKDHS overreach into families. It appears Oklahoma’s deep state of bureaucracies is unhappy about the advocacy of these organizations and the parents who represent them.

Presten’s Ongoing Battle: OKDHS Overrides a Family’s Right to Medical Autonomy

On October 16th, this outlet published the story of Mooney’s son Presten, an exceptional, autistic teenager from Oklahoma. After receiving unsuccessful, conventional treatment at OU Children’s Hospital for Chronic Myeloid Leukemia (CML), a slow-growing form of leukemia more prevalent among those with autism, Presten’s family opted for a more holistic, genetically-based strategy for restoring his health.

More than a year later, despite improvement in Presten’s well-being and due to an anonymous report of medical neglect, on October 3rd, OKDHS abruptly took emergency custody of Presten prior to meeting with his current medical provider to learn about his ongoing treatment plan.

Presten was immediately admitted to OU Children’s Hospital and forced to take both blood transfusions and multiple chemotherapies against both his and his mother’s wishes. During his two (2) weeks at OU Children’s, Presten’s health plummeted as a result of both the chemo and a massive infection introduced by an unwanted bone marrow biopsy performed by OU Children’s.

On October 6th, during a show-cause hearing, Canadian County Special Judge Charles W. Gass returned Presten to his mother’s legal custody after ruling OKDHS had not met the statutorily required burden of proof showing the teen to be neglected, abused or deprived of medical care.

During the hearing, it was reportedly revealed Canadian County OKDHS worker Tanya Stephens, under the supervision of Nicole Warren, withheld critical information about Presten’s ongoing care from the court when asking for the emergency custody order.

Despite the return of Presten to his mother’s custody, the hospital and OKDHS informed Mooney criminal charges and/or a new investigation would be brought should the family attempt to remove Presten from the hospital “Against Medical Advice” (AMA). For eleven (11) additional days, Presten was held hostage by those threats.

On October 17th, Mooney chose to discharge her son from OU Children’s and provided documentation identifying a new medical provider for Presten, Dr. Robert Marsh, to treat the massive hematoma and infection caused by the bone biopsy.

Mooney had also scheduled an initial appointment with another doctor willing to provide concurrent, ongoing, genetically-based treatment of Presten’s CML. That provider requested Presten be off of chemotherapy for a minimum of two weeks before attending the initial appointment.

This mother was not going AMA. She was exercising her right as the custodial parent to seek other medical advice and treatment for her son from different, qualified, licensed, outpatient providers.

Despite Judge’s Order & Care Plan, OU Health Prompts New AMA Report: OKDHS Again Harasses Family at Home, New Doctor Withdraws Care

Within hours of leaving OU Children’s, a new OKDHS worker, Jennie White (also supervised by Nicole Warren), was banging on the Mooney’s front door with a new accusation of neglect in hand. That door displayed medical restrictions for entry ordered by Dr. Marsh within a letter presented to OU Children’s at discharge.

OKDHS continued daily attempts to make face-to-face contact with the family despite having ongoing communications with Daniel McClure, Mooney’s attorney, who repeatedly offered to answer the agency’s questions and provide medical updates.

On October 20th, Presten was examined by Dr. Marsh at his office. Labs were taken which concluded Presten’s white blood cell count (WBC) had dropped to a healthier level since leaving the hospital. According to Mooney, Dr. Marsh stated Presten “looked good” and said the family was “doing a good job”.

On the following day, under reported pressure, Dr. Marsh entered a letter into Presten’s hospital records withdrawing himself as Presten’s provider. V1SUT contacted Dr. Marsh for comment and asked if he was pressured by OKDHS or anyone else to terminate Presten as a patient. Marsh has not responded.

On October 22nd, when requesting and obtaining yet another emergency order to again take custody of Presten based on medical neglect, OKDHS informed the district court Dr. Marsh was no longer willing to provide care but failed to identify Presten’s remaining and more primary provider. OKDHS claimed Presten was near death and without medical care despite evidence to the contrary.

On the same day, Presten was readmitted to OU Children’s against his will, under a new emergency order and amid the threat of his mother’s arrest. Upon admittance, Presten’s vitals were stable and no immediate interventions were needed. Nevertheless, he was placed in a hospital bed to await a second show-cause hearing.

OKDHS Culture Intolerant of OK Values: LGBTQ Supervisor Again Caught Deceiving Court

From medical kidnapping #1 to #2, the assigned Child Protective Services (CPS) worker from OKDHS’s Canadian County office changed from Tanya Stephens to Jennie White, but supervisory responsibilities remained with Nicole Warren.

Sitting outside the second show-cause hearing on Friday, October 24th, Warren was overheard telling an OU Health representative she was now both the worker and the supervisor on the case. Despite five (5) OKDHS representatives being present inside the hearing, only Warren is reported to have provided testimony.

Warren’s publicly available Facebook page is much like a digital No Kings rally. Public records show Warren (formerly Brown) has entered two (2) same-sex marriages since such unions were federally legalized by the US Supreme Court’s Obergefell v. Hodges decision in 2015.

During the second show-cause hearing, Warren’s second request to the court for emergency custody of Presten was again found to have omitted critical information while falsely characterizing Mooney as not cooperating with the second investigation despite the agency’s ongoing contact with her attorney.

Shortly after those hearing revelations, Warren renamed herself on Facebook as “Nikki Ray” but all content connected to the account remained the same.

Warren’s publicly espoused politics suggest she has little respect for the masses in a state where abortion is illegal and most voters, like Mooney, identify as conservatives.

Warren also uses her public-facing, social media to recruit the like-minded as child welfare workers in Oklahoma and Canadian Counties.

Court records show Warren (previously Brown) had back-to-back DUI charges in Cleveland County (2004 deferred DUI 1-yr sentence with dropped marijuana possession charge; and 2005 deferred DUI 2-yr sentence). Public records show Warren was hired by OKDHS as a child welfare worker in 2015, then promoted to CPS supervisor in 2022.

Despite Revealed Deception by OKDHS, Judge Gass Puts Teen in Permanent State Custody Based on Conflicting OU Health Testimony

Despite the court’s recognition of OKDHS’s deceptive tactics, Judge Gass, himself a former Assistant District Attorney (ADA) in the same court, sided with current ADA Eric Epplin based upon the testimony of multiple OU Health physicians. During the second show-cause hearing on Friday, October 24th, those experts provided contradictory statements about Presten’s need for hospitalization and medications administered during his recent admission.

Words Matter: OU Health Called it Chemo, Documented it as Chemo, Advised it was Chemo…Until Court, Then it was Never Chemo

It is reported both Pediatric Hematologist-Oncologists Dr. Rene McNall-Knapp and Dr. Kisha Beg testified, on October 24th, that Presten was never given “chemotherapy” but rather a class of drugs called tyrosine kinase inhibitors (TKI).

Just ten (10) days earlier, this journalist was in Presten’s hospital room waiting to interview him when Dr. McNall-Knapp entered with two other staff members and informed Mooney they would be starting a “third chemotherapy” on the following day.

According to Presten’s medical records at OU Health, he is currently prescribed dasatinib which is labeled on OU Health’s own portal as a “chemo tablet”.

Presten is also on multiple medications to control the many, serious side effects of dasatinib, and his online records include a page entitled “Chemotherapy Effects Education (Presten)”.

It appears OU Medical is playing with words in court as they deny giving Presten chemotherapy while verbally referring to the same drugs as “chemo” or “chemotherapy” in all other settings, including in consultation with the patient and parent as critical decisions were being made.

Readers may remember how the CDC quietly altered the definition for vaccines to bring the Covid mRNA shots under liability protections that apply to immunizations. Calling drugs TKIs only while in court appears to be an attempt to soften pharmaceutical language, thus separating OU and OKDHS from liability for damages done to Presten and others.

According to Mooney, every nurse caring for Presten at OU Children’s referred to the three (3) medications in question as chemo or chemotherapy. Given now conflicting testimony from Presten’s OU physicians, many questions concerning informed medical consent are arising from this case.

OU Health Experts Provide Conflicting Testimony Concerning Presten’s Condition: Described as “Near Death” While Preparing for Discharge

In both the OKDHS findings letter and in her testimony to the court, Warren is reported to have described Presten as “near death”. Dr. Beg reportedly stated Presten was in “imminent danger”. Conversely, Dr. McNall-Knapp is reported to have conveyed Presten was not in any imminent danger.

Within an hour of leaving the courtroom, Mooney was informed Preston would likely be discharged from OU Children’s within 48 hours and placed, not at home with her, but in foster care. It appears Presten’s condition was not as dire as some OU experts and OKDHS espoused just hours earlier in court, and the collective system’s goal may have been to separate Mooney from her child when he needs her most.

Ultimately, Judge Gass placed Presten in the permanent custody of the State of Oklahoma under OKDHS control based upon which care he felt was best for Presten, not the family’s inherent right to make those choices.

Presten’s Case Moved to OKDHS Permanency Supervisor Steeped in Gay Bear Culture

With permanent custody now held by the state, Presten’s child welfare case moved from Nicole Warren’s CPS unit to a permanency unit under supervisor Pierce Addison Nix. Prior to joining OKDHS in 2019, it appears Nix was a substitute teacher for Putnam City Public Schools.

According to publicly available social media, Nix and his husband fly the American flag upside-down, support the No Kings movement and are part of the bear culture within the LGBTQ community. Nix has B-E-A-R tattooed across his fist.

Within his Instagram profile, Nix describes himself as “Oklahoma, moonshine, tattoos, dogs, bears, cubs”. According to LGBTI News, bears are large, hairy, gay men and “a ‘cub’ is a younger, perhaps smaller, less experienced bear, sometimes interpreted as a bottom sexually”. Bear couples often reflect a significant age difference.

To celebrate his birthday in 2019, Nix created a fundraiser for Free Mom Hugs, a group that replaces the biological families of LGBTQ individuals should those connections fail to, in Nix’s words, “not only affirm the LGBTQ+ community but to celebrate them”.

With Nix and other radically left OKDHS employees disproportionately being promoted with OKDHS, bias has become evident concerning anyone with beliefs outside of their own. The Mooney case remains in hands observably hostile to the family’s values and rights.

OKDHS Supervisor’s Advocacy Connects Web of Unaccountable LGBTQ Foster NGOs & OKDHS Workers: Infant Xander Bruntmeyer Paid with His Life

OKDHS CPS supervisor Nicole Warren publicly espoused support for PFLAG Oklahoma City, an activist group that worked directly with former OKDHS Adoptions and Foster Care Recruitment Specialist Comfort Keidel to recruit LGBTQ+ foster care providers.

During 2023, V1SUT reported concerning the now defunct non-profit The Village Fosters, established by Keidel to recruit same-sex fosters while she worked for OKDHS. The Village Fosters Bartlesville chapter collaborated with LGBTQ activist group Oklahomans for Equality (OKEQ) and board member Jessica Pitts, then also an OKDHS worker (CPS).

Keidel’s organization helped recruit same-sex foster parents like Tracy Dawn Nelson and Anissa Marie Bedard. Pitts then investigated and failed to substantiate abuse in the Nelson-Bedard foster home related to a child’s broken arm. Shortly after, infant Xander Bruntmyer was placed in the home and abusively murdered by Nelson who is now serving a life sentence for the crime.

After Bruntmyer’s murder, law enforcement re-investigated the previous accusation of abuse involving the other child’s broken arm resulting in Nelson’s second conviction. No one at OKDHS was ever held responsible for failing to protect either child. Qualified immunity protected the agency and its actors within a failed, wrongful death, civil suit.

After Xander’s death, OKDHS made Keidel the host of the agency’s new podcast called Waypoint. She then became a manager for Tulsa Court Appointed Special Advocates (CASA). Pitts was hired as a Bartlesville police officer and has been involved in multiple fatal shooting cases. In 2024, she was promoted to sergeant.

On Thursday, October 9th, State Sen Shane Jett (R-Shawnee) took to social media to update Oklahomans on a nationally covered case involving the medical kidnapping of a 17-year-old boy named Presten by the child welfare system. Jett has been actively advocating for this autistic teen and his family throughout their ordeal.

Jett referred to a decision by the Canadian County District Court (October 6th) ending the emergency custody order that allowed the Oklahoma Department of Human Services (OKDHS) to take the minor into emergency custody on October 3rd.

During the show cause hearing, Special Judge Charles Gass reportedly determined OKDHS had not followed the law as they had not met the legal burden of proof to show Presten was being neglected when they took custody. OKDHS took Presten on a Friday, admitted him into OU Children’s Hospital and, within 24 hours over a weekend when courts are closed, began administering two (2) chemotherapy medications against the wishes of his family.

Previously, during 2023, Presten was diagnosed with Chronic Myeloid Leukemia (CML), a slow-growing form of leukemia more prevalent among those with autism, and received unsuccessful, and what his family describes as harmful, treatment at OU Children’s at that time. The family then opted for more thorough and holistic treatment for Presten that would build up his immune system, provide renewed health and address Presten’s potential, inherent deficiencies such as the known, randomly occurring genetic change called the Philadelphia chromosome which presents in 90-95% of children with CML .

The family says OKDHS Child Protective Services (CPS) worker Tanya Stephens told them she believed the anonymous referral to OKDHS concerning Presten’s health was retaliatory and requested the family arrange a time when she could meet with Presten’s current provider to ensure a treatment plan was in place.

Stephens showed up to that October 3rd meeting with law enforcement and an emergency court order to take Presten into custody before ever consulting with his medical provider. Therefore, Stephens had no understanding of the treatment plan he and his family had followed for a year to restore Presten’s health and help him gain back 20 pounds.

On September 29th, Presten was healthy enough to be mowing the lawn when Stephens first knocked on the family’s front door to investigate medical neglect. Since coming into emergency custody just thirteen (13) days ago, Presten has experienced a massive decline in both health and well-being.

Nevertheless, instead of accepting the court’s October 6th determination that Presten was taken unlawfully and walking away, Canadian County District Attorney Tommy Humphries and Assistant District Attorney Eric Epplin, alongside OKDHS, are presumed to have invoked a 3-day option to appeal the decision which meant Presten was forced to remain at OU Children’s Hospital under their treatment plan. In his video, Sen Jett informs the 3-day window had just ended, and DA Humphries had not filed an appeal.

DA Humphries was appointed by Gov Kevin Stitt (R) in December of 2023 and will be up for reelection in 2026.

A reasonable person would assume Presten would now be free to go home and his nightmare would be over since the DA did not file an appeal of the court’s decision to place him back in his mother’s custody. That assumption underestimates the arrogant brokenness of Oklahoma’s child welfare system.

OKDHS and DA Humphries continue to hold Presten hostage with the threat that removing him from OU Children’s Hospital or questioning the current treatment plan would bring a new accusation of abuse against his mother Dayna Mooney for operating “against medical advice” or AMA.

V1SUT has reached out to the offices of DA Humphries, Gov Stitt and OKDHS Director Jeff Cartmell for comment on this case but has not yet received any responses.

Presten Before and After OKDHS Intervention: Chemo & Infection from Forced Bone Biopsy Cause Unrelenting Suffering

Just two weeks ago, Presten reports he felt great as he enjoyed what he calls family dinner night. He was smiling, bowling and spending time with his extended family.

And now, thirteen (13) days after being medically kidnapped by OKDHS, Presten is in constant pain, has lost the weight his family and outside provider helped him gain over the past year and is battling a serious infection from a bone marrow biopsy he and his family did not wish for him to have. Presten’s right hip is visibly swollen where the infection set in and he’s experiencing unbearable cramping and neuropathy in his lower extremities.

Presten is trapped, and what this tyrannical system has now done to his health is shocking. On Tuesday, with permission from both Presten and his mother, this journalist was allowed to visit with Presten and hear, in his own words, what is happening to him.

Presten Calls DHS “Abusers”, Cries “No More!”

Presten laid on his left side and cried out in pain throughout our conversation, repeatedly saying, “No more!” Despite his pain, he was determined to tell the world what is happening to him.

When asked how he was feeling before coming back to OU Children’s Hospital, Preston described feeling “great” and having no pain as he was helping with the weed-eating and mowing on the day OKDHS arrived at his home.

He described the doctor who had been helping him feel better as well as the eating plan, supplements, Epsom baths and other regimens that were happening at home that make him feel well.

“It all stopped because of DHS,” states Presten. “Anytime I’m here I feel worse. It was fine until DHS came. DHS doesn’t want me to feel healthy.”

When asked why he feels DHS is responsible for making him feel sick, Presten expressed that “it’s not okay to lie” and explained DHS lied about “the emergency order and false information”. He refers to DHS as “abusers”.

When asked what should be done to help him, Presten said, “I think DHS should be banned.”

To OKDHS, judges, the DA and anyone else involved in forcing him to come to the hospital, Presten stressed, “Leave me alone for the rest of my life.”

Presten cried and repeatedly expressed his wish to go home, be with his dogs and feel better again. He said his side is hurting the most.

Presten’s mother, Dayna Mooney, informed Presten is on heavy antibiotics and the hospital is not giving any probiotics to counteract the expected hit to Presten’s already compromised immune system. Mooney had to request that chemotherapy be stopped, at least for the day, to allow Presten’s body to fight the infection. During the interview, Presten’s hospital treatment team visited to inform they were recommending yet another chemotherapy drug to be started the following day.

Before we could complete our conversation, hospital staff entered the room to take Presten for an MRI, a test he was unable to complete due to the pain in his hip and lower body. This teen who was continually gaining strength at home is now unable to move from the hospital bed to a wheel chair without significant assistance.

Presten’s body is raked with spasms so painful he cries out in pain nearly every minute. His mother reports Presten is on three (3) separate pain killers and is still unable to find comfort.

Case Smacks of Political Persecution: 2 of 4 OK Moms for Liberty Chairs Battle OKDHS Medical Kidnapping

Yesterday, a spokesman for the Mooney family released a statement calling out the harm done to Presten and their belief OKDHS is targeting the family:

Dayna Mooney is founder and chair of the Canadian County chapter of Moms for Liberty. This nationwide group works to protect the rights and liberties of parents, particularly in public schools, and states, “We do not co-parent with the government.”

Mooney is one of only four Oklahoma chapter chairs for Moms for Liberty and is the second to have her child medically kidnapped by OKDHS. With a 50% rate for unlawfully intervening in Moms for Liberty chair families, highly progressive OKDHS is highly suspected of political targeting (updated 10/21/2025).

In June of 2024, V1SUT shared the story of Pottawatomie County Moms for Liberty chair Roberta Lewis and her son Blaze.

Lewis’ harrowing experience with OKDHS and the mental health system inspired her to run for a seat in the Oklahoma State House of Representatives in November 2026.

Lewis was quick to speak out about the Mooney case on the podcast of gubernatorial candidate Jake Merrick (R), who has also been strongly advocating for the Mooney family.

Despite the reported intervention of multiple lawmakers, the presiding district judge and Gov Kevin Stitt (R), the unlawful torture continues for Presten and his family. The system appears to have unchecked power to target both political and medical free-thinkers, and is observably accountable to no one. It seems the bureaucratic tail is wagging the elected dog in Oklahoma, to the irreparable harm of the Mooneys and many other Oklahoma families.

In the same way Trump was attacked for standing between Americans and the federal deep state’s complete control of their way of life, the power grab that recently unfolded within Oklahoma public education was ultimately not about now former State Superintendent Ryan Walters (R). It was about control, money and the education establishment’s war on parents.

In Part 1, we’ll peek behind the scenes at the last Oklahoma State Board of Education meeting led by Walters to expose the latest state legislators working in the shadows to thwart the will of Oklahoma voters and the non-governmental organizations (NGOs) they serve.

Part 1: UniParty Legislators Linked to USAID-Funded NGOs Work State Ed Boardroom

After a highly collaborated and prolonged UniParty attack campaign orchestrated by Governor Stitt (R), Attorney General Gentner Drummond (R), state legislature leadership and the education establishment, State Superintendent Ryan Walters (R), the only elected representative on the Oklahoma State Board of Education, announced on September 24th, he would be stepping down.

The unrelenting attacks by those with no concern for the will of voters worked. On the morning following Walters’ resignation announcement, the board met for its regular, monthly meeting. As with so much happening in Oklahoma’s duplicitous government, observation of the boardroom before and after the meeting, when legacy media cameras weren’t watching, revealed much about the players and motivations that worked for more than a year to push Walters and voters out.

Former Ed Tech Administrator & Teachers Union Lobbyist (Now UniParty Legislators) Take Victory Lap of Pre-Meeting Board Room: Both Steeped in USAID-Funded NGO

Prior to the start of the September 25th meeting, State House Rep Dick Lowe (R- Caddo, Canadian, Grady Counties) approached each of Governor Stitt’s newest appointees to the board in celebration of Walters resignation. As a former agriculture teacher and Canadian Valley Tech Center administrator, Lowe is education establishment.

Lowe recently co-authored HB 1937 alongside fellow ag teacher and school administrator Danny Sterling (R-Cleveland & Pottawatomie Counties). The measure proposed to again allow educators to text privately with students rather than add a parent or guardian to those conversations as required by recently enacted HB 3959. After serious blowback from grassroots parent groups, HB 1937 never made it to the floor for a vote.

Once the board meeting commenced, self-described “conservative Republican” Lowe huddled against the back wall, command center of Walters’ overthrow with Rep Ellen Pogemiller (D-OKC), a far-left politician who supports abortion on demand, pushes boys in girls’ locker rooms, and marches in pride and immigration rights parades. Both Pogemiller and Lowe serve on the House Common Education Committee.

Pogemiller relocated to Oklahoma from Ohio in 2008. Concerning her platform, she stated on Facebook, “I am passionate about public education, women’s reproductive rights, and LGBTQ+ rights. In the legislature, I will fight right-wing extremism and push for progress.” For those confused, “right-wing extremism” is a progressive catchall for the deeply held beliefs and opinions of most Oklahomans.

Ed Union Lobbyist Turned Legislator Pogemiller Hangs with Cross-Dressing School Culture Consultant Hired by Rep Lowe’s Tech Center

Last month, according to her Facebook page, Pogemiller celebrated Mexico’s 215th Independence Day alongside former Western Heights district administrator Dr. Chris Culver and his partner Dr. Kelly Forbes at the Consulado de México en Oklahoma City which operates as an official representative of the Mexican government and provides document processing and legal assistance to Mexican citizens illegally in the US.

Interestingly, Gov Stitt’s turn against Walters began when Walters pushed to collect immigration and language information for public school students.

As reported in December of 2023, Dr. Culver was the cross-dressing, district administrator at chronically failing Western Heights Public Schools (WHPS) who recommended the hiring of drag queen Dr. Shane Murnan as an elementary principal despite the district’s admitted knowledge of Murnan’s previous child porn charge.

Also during his time at WHPS, Culver recommended the Western Heights Board of Education approve two (2) contracts worth $67,160 for 27.8 days of work to his romantic partner Forbes’ consulting business (Kelly B’s Consulting LLC). In paying Forbes, those taxpayer funds went into Culver’s own household representing a direct conflict of interest.

Reported more recently, since being ousted at WHPS, dozens of Oklahoma districts have paid Culver and Forbes tax dollars to speak to their teachers about school culture through Orange Sparrow LLC and Kelly B’s Consulting LLC. Canadian Valley Technology Center, Rep Lowe’s longtime employer, is one of Culver’s clients.

Reps Lowe (R) and Pogemiller (D) Connect by Yet ANOTHER USAID-Funded NGO: Oklahoma Voters Paid to Override Their Own Mandates

Reps Lowe (R) and Pogemiller (D) may appear to be an odd couple in pushing for Walters removal, until you learn about an NGO that connects them. Both were recently selected as fellows, alongside House Majority Whip Tammy West (R- OKC/Bethany), within the leadership development program of the progressive Council of State Governments (CSG).

The CSG is yet another USAID-funded, leftist NGO pushing policies about criminal justice reform, education, workforce data collection and much more on Oklahomans by programming their state leaders to abandon the principles and promises touted on the campaign trail.

And yes, you paid for it with USAID funds passed through multiple shady entities like the National Endowment for Democracy and Global Communities. In fact, the Council of State Governments is over 85% taxpayer funded. Oklahoma voters paid to attack the reform mandates they voted in with Walters.

Current CSG Director/CEO David Adkins makes $356,543 annually, and the organization spent 73% of its $45 million in 2023 revenues on salaries.

Other past CSG leadership fellows include much of the Democrat leadership within Oklahoma’s current state legislature, some notable RINOs equally aligned with UniParty policy, several public school educators turned legislators and members of the CareerTech, mental health and Chamber of Commerce bureaucracies.

Despite differing party affiliations, all CSG fellows are pushing in unison for education policy that serves big business, lobbyists and leftist activists, not Oklahoma students and families:

Cyndi Munson (D) - Current House Minority Caucus Chair and candidate for governor.

Daniel Pae (R) - House Representative (2018-present); current House Assistant Majority Whip

Carri Hicks (D) - Former public school teacher, State Senator, Former Senate Minority Caucus Vice Chair and current Assistant Minority Floor Leader

Melissa Provenzano (D) - Former public school teacher, State House Rep and current Assistant Minority Leader; Oklahoma Education Association 2022 Legislator of the Year

Lee Denney (R) - State House Representative (2004-2016); Stitt appointee to Oklahoma CareerTech (Director then Chief of Staff)

Terri White - Commissioner, Department of Mental Health & Substance Abuse Services (2007-2020); CEO of nonprofit Mental Health Association Oklahoma (2020-2024)

Chad Caldwell (R) - State House Representative, Vice Chair Education Oversight Committee

Rhonda Baker (R) - Former public school teacher, former State House Representative (2016-2024); Director of Education for the Greater Oklahoma City Chamber

Republicans Caldwell and Baker, along with Gov Stitt, State Superintendent candidate Sen Adam Pugh (R) and others within the education establishment, are also participants/appointees to the exceedingly progressive and DEI committed Board of Control for Southern Regional Education (SREB).

Baker served on SREB’s Legislative Advisory Council (2018-2024), eventually chairing the group in 2023-24 and its education committee.

V1SUT previously reported on Caldwell, Pugh and Stitt’s involvement with the SREB, as well as one of Caldwell’s sixteen (16), recently authored education bills deceptively named the “Protect Our Kids Act” (HB1075) that would of made it more difficult for the State Board of Education to remove predator educators from the classroom.

Within a sketchy shell game of pending legislation orchestrated by OK House Speaker Kyle Hilbert (R) (see previous reporting), Caldwell’s HB1075 is a duplicitous reboot of what was originally HB1491. The bill appears to require school districts to report staff resignations and terminations associated with misconduct and student abuse to the OSDE. In reality, it requires only district “recommendations to terminate” be reported leaving those who quietly resign without an investigation to continue being passed to other districts.

Caldwell’s bill also continues to absolve districts from any consequences when failing to report educator abuse to the OSDE:

“Failure to forward a copy of the recommendation (to terminate) to the State Board of Education shall not be the basis for any claim or action against a public school, its board of education, employees, agents or other representatives.” - HB1075

Know-It-All NGOs Silence Public Ed Critics With “Disagree Better” & “Civility” Campaigns

All of these taxpayer funded, voter-overriding NGOs, including the National Governors Association, seek to silence dissent to their unpopular policies with campaigns insisting we all practice unwavering “civility” and take oaths to “disagree better”. Voters must politely hush because UniParty leaders must be right.

Stitt’s NGA Disagree Better campaign within Oklahoma has been spearheaded by consultant Rachel Ackerman, former education union lobbyist for the Association of Professional Oklahoma Educators (POE).

Ackerman’s mother, Ginger Tinney, is the longtime director of POE. Despite multiple conflicts of interest, Ackerman’s father, Michael Tinney, was appointed by Stitt to the State Board of Education in February. Michael Tinney has been a public and vocal critic of Walters policies.

Former State Rep Rhonda Baker (R) just won an SREB award for civility in education leadership. She is now with the Chamber of Commerce lobbying on behalf of the global and big business interests relentlessly seeking to block parents from all conversations concerning education. They just want your child’s data and control of your child’s future, not your opinions.

Oklahoma education policy is not being decided in Oklahoma or with even a shred of consideration for the wishes of Oklahoma parents.

Media Ridiculousness After Meeting: Rep Lowe and Board Member Carson’s Hot Away-From-Mic Moment

As Ryan Walters exited the State Board of Education room for the last time, the local, legacy media surrounded the Stitt appointed board members responsible for Walters departure. Pointless and telling questions were asked of board member Michael Tinney, board member Becky Carson and Rep Lowe (R). “Do you think this will end Walters’ political career?”

And then, as Carson exited the media mob, handing the spotlight to Tinney, she moved to a corner of the room alone with Lowe, unaware this journalist was quietly seated behind them. After greeting each other knowingly and celebrating, it became clear Lowe and Carson have recently been in close contact, and Lowe was hesitant to make their connection publicly obvious.

Lowe said to Carson, “Have a good one. Let’s not talk…I’ll talk to you later. I’ll holler at you again.”

Carson moved away, and when the media circle surrounded Lowe, the platitudes flowed. “Let’s do the right thing for our kids.”
