Parameters

`config_path`	`Path \| None`	Default:`None` Path to config file.

Load the default startup approval mode from config.toml.

Reads [startup].mode, which accepts fail-closed manual, classifier-backed auto, or unrestricted yolo. The removed dangerously-auto spelling is invalid and falls back to manual.
