Some subcommands (patch --raw / list --format json) set the log level to error to prevent spurious log output to stdout which they want to keep parsable. However when they do that they also turn off the more verbose logging to moz-phab.log, which would be fine to keep.

Add disable_stdout_logging helper to only change the level of the stdout
handler, leaving logging to moz-phab.log intact.
